The development of rural collective construction land circulation has gone through four stages : absolute prohibition,strict control,two-way exploration and standardized entry management.At the current stage of standardized entry management,the entry of rural collective construction land into the market is the inevitable choice to optimize the allocation of land resources in the process of urbanization in China.It plays a very important role in accelerating rural economic development and increasing farmers ’income.Combined with the successful experience of rural land expropriation,collective construction land market entry and homestead system reform pilot,the state has further strengthened the market entry status of collective construction land in the recent ’ Civil Code ’ and the revised ’ Land Management Law ’.This paper takes A District of Guangzhou City as the research object of rural collective operating construction land entering the market,Combined with Smith policy implementation process model to analyzes the current situation,process,regulations and cases of rural collective operating construction land entering the market in A District,explores the problem of rural collective operating construction land entering the market,and puts forward countermeasures and suggestions combined with the causes of difficulties.Through case analysis,interviews and questionnaire results,it can be found that the reasons for the problem in the entry of rural collective operational construction land into the market are the government departments,village collectives and villagers,such as the government functional departments are not familiar with the relevant processes,the approval period is long and the tax matters are not fully informed.town and village staff do not understand the market entry policy of rural collective operational construction land;the villagers do not understand the transfer policy and have a rigid impression on the change of collective land use right.The income of land entering the market does not meet the expectations of villagers interest sharing and the lack of supporting mechanisms for land entering the market.Therefore,through the study of three successful rural collective operational construction land projects in District A,combined with the actual work of District A,the author puts forward a series of measures such as strengthening policy propaganda and business training,enriching the land market entry mode,and improving the supporting mechanism of land market entry.The author believes that the entry of rural collective construction land into the market is the final step of the rural collective ’three capitals ’ transaction,an important step in the high-speed and high-quality development of rural economy,and the key step to promote rural revitalization,urban-rural integration development and common prosperity.
