The Development of Modern Agriculture Requires Us to Manage Large-scale and Intensive Agricultural Land, and Product Industrial and Commercial Agricultural Products. But the Property Rights System of Agricultural Land Result in Land Crushing and Peasant Household Entities, so that Hindered the Development of Modern Agriculture. Through the Land Transfer, to Integrate Fragmented Agricultural Land is a Prerequisite for the Development of Agriculture. However, Under the Existing Agricultural Land Property Rights System, the Transaction Costs of Agricultural Land Transfer is too High. And the Current Agricultural Land Transfer is mainly the Result of demand Driving Supply, and the Transaction Costs Share is not Balanced, the Demander Bear High Proportion of Transaction Costs, Thereby Increasing the Cost Burden of Demander, Resulting in the Scale of Agricultural Land Transfer Limited. So in Order to Promote Agricultural Land Transfer, We should Effectively Cut the Transaction Costs of Agricultural Land Transfer. Under the Current Property Rights System of Agricultural Land and Land Management Policy, to reduce Transaction Costs should Focus on the Transfer Process of Agricultural Land, which Pay Attention to the Model of Agricultural Land Transfer. But there are Differences Between the Transaction Costs of Model. In the Land Transfer, We should Choose a Model which the Transaction Costs is Smaller or Innovative the Model. Through Comparison the Transaction Costs of the Current Model by Qualitative, the Transaction Costs of the Village Collective Model is Lower, and Estimating Transaction Costs for Typical Collective Case, Finding Its Transaction Costs is Lower and Transaction Efficiency is Higher.However, in the Perfect Agricultural Land Transfer System, the Transaction Efficiency of Market Intermediaries Model is Better than Collective Model, Indicating that the Transaction Costs Remain Cut Space. To do this, There must Take Effective Measures to Promote Transaction Costs-cutting.
