Research On Risk Management Of International Scattering Data Center Project

In this era of rapid development of information technology,data center,as one of the most critical infrastructure of big data industry,has been valued by more and more countries and regions all over the world,especially in some developed countries,It represents the human exploration and application of information technology and computing power,the accumulation and precipitation of digital wealth,and the information security of country,enterprises and people.However,because the data center involves the integration of multi-disciplinary technology and engineering management,it has certain construction difficulties.Many underdeveloped regions do not have the ability to build data centers independently for the time being.Since the reform and opening up,China’s economy and technology have taken off.both infrastructure construction and information science have made remarkable achievements all over the world.As a new industry interdisciplinary subject focused on,the data center has benefited from the precipitation of China’s traditional basic engineering disciplines and accumulated quite rich construction and management experience.With excellent Chinese enterprises going abroad to the world,it shows China’s self-confidence towards the revival of science and technology,gentle and friendly will and helpful attitude.While China has gradually gained the recognition of other members of the global village,many overseas projects have increasingly trusted Chinese enterprises.However,many projects are not smooth sailing.Due to the lack of risk identification and control and the ambiguity of key information such as politics,economy,religion,culture and law of the host country,the implementation and operation of overseas DC projects sometimes cause losses,Even have a negative impact on corporate reputation.Taking the construction of A data center project group in less-developed regions as the research object,this paper expounds all kinds of high risks faced by the A project in such countries and the rigid need for risk management from the perspective of international project contractors.Firstly,this paper expounds the basic concepts of project management and data center,and analyzes the development status and existing problems of data center project risk management from the research status at china and abroad.Secondly,using brainstorming method,Delphi method and analytic hierarchy process,this paper studies the risk identification,analysis,evaluation and control of project A,and makes weight analysis and priority ranking of the core risks of the project.Finally,the regulatory system is established according to the risk countermeasures,and the response measures and risk evaluation are arranged for the core risks.This paper holds that the application of risk management in the global data center project has a bright prospect.As the representative of China going to the world,data center construction enterprises,taking advantage of the wave of information revolution,help customers in less-developed regions around the world to establish sovereign data centers,cross the increasing digital divide and break the monopoly and hegemony of Western powers on information,all these are also meaningful.
