In today’s world,informatization and economic globalization promote each other,and the Internet has been integrated into all aspects of social life,profoundly changing people’s production and lifestyle.At the beginning of 2020,the COVID-19 epidemic raged all over the world,which had a great impact on traditional industries.At the same time,it also stimulated the development of a number of new formats such as intelligent manufacturing,unmanned distribution,online education and telecommuting.On March 4,2020,the Political Bureau of the Communist Party of China(CPC)Central Committee made a decision to speed up the construction of new infrastructure such as 5G network and data center,which has profound connotation of the times.The new infrastructure policies under the blessing of new technologies,new materials and new energy provide rare development opportunities and imagination for the development of the big data center industry.At the same time,the COVID-19 epidemic has added many uncertainties and new challenges to the development of the big data center industry.This paper focuses on the implementation of the relocation project of AG data center,and it is of great practical significance to conduct project risk management in an all-round way,prevent potential risks in advance and do a good job in risk prevention and control.In this paper,taking the relocation project of AG data center as the main research object,from the perspective of AG Jilin Center,according to the relevant theory of project risk management,referring to different risk factor classification methods in relevant literature,combining the actual basic situation of this project and the historical experience of similar data center projects,firstly,the potential risks that may occur during the implementation of the relocation project of AG data center are classified and identified by case analysis and WBS method.Combined with brainstorming and Delphi method,the potential risks of this project are supplemented and summarized.After being identified and summarized one by one by various methods,2 categories and 4 subcategories of risk factors outside the project and 5 categories and 23 subcategories of risk factors inside the project are summarized.Then,the risk factors of this project are qualitatively analyzed by using the risk matrix method,and then the risk assessment model of this project is established by using the analytic hierarchy process,and the identified risk factors are quantitatively analyzed.Finally,according to the results of the above qualitative analysis and quantitative analysis,the comprehensive risk assessment value is obtained,and then the risk levels are divided,and appropriate risk coping strategies are selected according to different levels of risk factors,and reasonable risk control schemes are formulated,in cooperation with scientific risk monitoring measures,in order to reduce the possibility of potential risks in this project and the adverse effects brought by potential risks in this project.In this paper,the potential risk factors of the relocation project of AG data center are identified,analyzed and evaluated,and the risk control strategies and risk monitoring measures are put forward,so as to provide theoretical guidance for the project risk management of the relocation project of AG data center and have certain reference significance for the risk management of similar data center projects.
