Research On Endowment Insurance Of Fuzhou’s Land-expropriated Farmers Under The Domination Of Flexible Employment Model

With the development of economy and society,the number of land-expropriated farmers is increasing with the urbanization process,but the social security treatment of this group is not as satisfactory as it should be in China.The social security of land-expropriated farmers is crucial to the overall socio-economic development of the whole society,and the loss of the land on which the farmers depend for their survival without proper protection will increase their risk of survival,thus affecting the stability and harmony of the whole society.Therefore,improving the old-age security system for land-expropriated farmers not only helps protect the personal rights and interests of land-expropriated farmers,but also is an inevitable requirement to cope with the aging society and build a multilevel social security system.This study takes 292 land-expropriated farmers in four urban areas of Fuzhou City as a sample,and analyzes the operational effects of the flexible employment model of land-expropriated farmers in Fuzhou City and the comparative advantages of the old-age pension benefits through statistical software from the perspectives of public goods theory,sustainablel livelihood theory,and land rent theory.The study shows that the endowment insurance system for land-expropriated farmers in Fuzhou has been in operation for more than ten years and has achieved certain results in protecting the endowment insurance of land-expropriated farmers,but there are also problems such as the insured’s insufficient ability to continue to pay contributions,the low level of endowment insurance,and the fund’s "inability to cover its expenses".The purpose of this study is to explore the underlying causes of the problems in the system,including the system,the participants,the administration institutions and the supervision,and to suggest countermeasures to optimize the top-level design of the system,improve the quality of the administration services and improve the fund management,in order to improve the endowment insurance system for the land-expropriated farmers in Fuzhou and provide pension security for the land-expropriated farmers with better quality of administration.
