Research On The Optimization Of Endowment Insurance System For Land-Expropriated Farmers In M Town,A City

At present,cities at all levels are accelerating the construction of urbanization,urban and rural coordinated development and other urban planning modes.Land expropriated farmers are special groups formed by land expropriation during the construction of development zones,new areas and cities,and are an important part of the agricultural migrant population.With the acceleration of new urbanization,it is estimated that China will have more than 100 million land-expropriated farmers by 2022.However,affected by the dual track system of urban and rural social policies,many land-expropriated farmers have difficulties in integrating into urban society,and they do not have equal social rights with urban residents.The process of citizenization is slow.The construction of follow-up social security policies for land-expropriated farmers is concerned by all sectors of society.Taking M Town in A city as an example,this thesis studied A large number of literatures and conducted field investigation and research.Based on the analysis summary of social justice and social security,on the basis of relevant theories,in view of the landless farmers in the region made the corresponding questionnaire survey,through the understanding of landless peasants pension insurance consciousness and the actual impact of endowment insurance policies for farmers endowment insurance,found the following problems related to landless peasants endowment insurance:(1)The endowment insurance system of land-expropriated farmers has certain defects;(2)Lack of awareness of peasants’ participation in insurance;(3)The endowment insurance participation rate of land-expropriated farmers is low.Further analysis shows the causes of the problems :(1)there is a certain design defect of endowment insurance system for land-expropriated farmers,which leads to low efficiency of endowment insurance;(2)the compensation intensity of current policy is relatively light,which leads to low participation rate of endowment insurance;(3)Limited ways of policy publicity affect the awareness rate of endowment insurance and other limitations.Furthermore,this thesis takes Chongqing,Jiaxing and Shanghai as the research object to study the endowment insurance policy of land-expropriated farmers.The following experiences are summarized through study: first,the introduction of commercial competitive insurance;Second,raise land compensation standards;Third,the peasants who have been expropriated should enjoy the protection of the most basic social insurance system.On this basis,countermeasures are proposed from the aspects of strengthening policy support,strengthening publicity and guidance and promoting the rights and interests of farmers whose land has been expropriated,hoping to provide reference for the pension insurance of farmers whose land has been expropriated in M Town,A city.
