A Study On The Government Responsibility Of The Land Expropriated Farmers’ Endowment Insurance In Shandong

With the development of urbanization,a large number of rural land is used for city construction.As a valuable resource,land is the foundation of the farmers’ pension.Except provide farmers with land production and livelihood,land is also bearing the weight of the function of employment and social security.With the land expropriated,more and more farmers have lost their land and become landless farmers.At the same time,China has entered a stage of sustained expansion of social risk.Caused by the behavior of the government,landless farmers as a special social group,who have lost the land for survival,have become the current form under the background of China’s economic structure of the new disadvantaged groups.Because of their interests have been damaged,the old-age security problem has become a popular social problem.With the widely use of land,land security as the core of the peasants’ traditional family pension model has been challenged.Without rural endowment insurance system and the key reform measures to solve this problem,a huge number of landless farmers have become "three personnel",that is someone who has no land,no job and no social security.So how to solve the problems of landless peasants’ pension insurance is particularly important.The government has the responsibility and obligation to play its due role in this process.This paper is based on the study of the government responsibility of the landless peasants’ endowment insurance.First of all,from the theoretical point of view,the basic concepts and related theories of the old-age insurance for landless peasants are discussed in the context of urbanization.Based on the theory of public goods,the theory of vulnerable groups,the theory of special sacrifice and the theory of hierarchy of needs,the paper builds up the theoretical basis of the government’s responsibility for the land expropriated farmers.Secondly,as Weifang,Liaocheng,Jimo,Laiwu,Ji’nan and Pingdu,real cases for example,through a large number of data objective analysis of Shandong is lack of status and responsibility of government land acquisition farmers endowment insurance exists in policy,system design,capital supply,coordination,service and communication channels of interest etc.,and to explore the historical reasons,causing the government to implement the responsibility is not in place and other practical reasons.Thirdly,with the method of comparison,introduced to Britain as a typical representative of the overall security,more emphasis on the responsibility of the government and the national old-age insurance,as well as the typical representative of Germany,part of the protection type more emphasis on the rights and obligations between the old-age insurance,and deeply analyze the successful experiences of domestic in Chengdu,Guangzhou,Tianjin,Chongqing as the representative,in order to enlighten the measures to solve the problem.Finally,through the analysis of the above content,clearly define the subject of rural land property rights,perfect the relevant laws and regulations of landless farmers endowment insurance,establish and improve the pension insurance incentive system,compensation system,incentive system,strengthen the pension insurance fund supervision,open up endowment insurance financing channels,to promote the employment of landless farmers.Establish smooth communication mechanism can effectively solve the interests of landless farmers endowment insurance measures are feasibility problem.
