Research On The Issue Of Endowment Insurance Of Land-Expropriated Farmers In The Process Of Urbanization

Urbanization is an important stage of Chinese-style modernization.In the process of urbanization,a large amount of land in the rural suburbs of cities has been expropriated,and a special group of expropriated farmers has been created.Since they have lost the land on which they depend,their future life has also lost the basic inertia of living security,and the problem of old age has become the biggest destabilizing factor.A high level of urbanization should not only be reflected in the improvement of the economic level,but also in the people-oriented and comprehensive protection of the legal rights and interests of the expropriated farmers.It is important to study the pension insurance of expropriated farmers to promote the development of urban-rural integration and maintain social stability and harmony.This paper is a study based on literature research method,questionnaire survey method and comparative analysis method to investigate the pension insurance of expropriated farmers in X district of Taiyuan city.It mainly analyzes the current situation and problems of the old-age insurance of the expropriated farmers in X district.Combining the practical models and experiences of the expropriated farmers’ pension insurance at home and abroad,the study proposes targeted suggestions for solving the expropriated farmers’ pension insurance problem in X district.The study finds that the old-age insurance coverage for expropriated farmers in X district is insufficient.This is mainly reflected in the following three points: firstly,the expropriated farmers have little investment in pension insurance and the overall contribution level is low,which directly affects the basic security in the future.Second,the policy itself also suffers from low treatment level,lack of treatment adjustment mechanism,incentive effect and lack of obvious policy differentiation.Thirdly,due to the policy change,there is a need to connect between the old and new policies,leaving behind some historical problems that need to be solved.Thus,it can be seen that the issue of pension insurance for the expropriated farmers in X district is a comprehensive,complex and dynamic issue.It is influenced by the personal factors of the expropriated farmers.Besides,it is also related to whether the compensation system for land requisition is fair and reasonable,whether the legal system is complete and instructive,and whether the pension insurance system and policy itself are scientific.To solve the problem of old-age insurance for land requisitioned farmers in X district,we should consider it from several aspects.Firstly,we should make efforts to improve the compensation system for land expropriation,so that the expropriated farmers can get more reasonable compensation for land expropriation.Secondly,the pension insurance system itself should be more scientific and rationalized,which can be improved in terms of legislation,contribution standard,treatment content,adjustment mechanism and policy incentive.Thirdly,the employment of expropriated farmers should be strengthened to enhance their employability.Lastly,the historical problems should be properly solved,and the new and old policies should be properly connected to ensure that all policies should be covered.
