The development trend of high-tech industry reflects the change of a country’s scientific and technological strength and innovation ability.Innovation investment,governmental behavior,innovation environment and the level of openness and cooperation with the outside world are the main factors for the development of high-tech industry,and with the changes of time and economic environment,the regional innovation capacity of high-tech industry in China is also affected.On the premise of elaborating the current situation and development trend of regional innovation capacity of high-tech industry in 30 provinces,this paper deconstructs the regional innovation capacity of high-tech basic industry into science and technology research and development stage and achievement transformation stage and measures the overall and two-stage regional innovation capacity of high-tech industry in each province of China by using two-stage network DEA,by constructing the index system of influencing factors to innovation input,government behavior,The influence factors of innovation input,governmental behavior,innovation environment and openness to the outside world are used to analyze the degree of influence on regional innovation capability,and the contribution of regional innovation capability in high-tech industry is decomposed based on the Shapley value decomposition.The main research contents are as follows:(1)to construct the regional innovation capacity evaluation index system,to measure the overall regional innovation capacity of high-tech industry and its two-stage regional innovation capacity in each province using two-stage network data envelopment analysis,and to analyze the change trend and spatial distribution characteristics of regional innovation capacity;(2)to explore the influence of innovation input,governmental behavior,innovation environment and external opening on the regional innovation capacity in four aspects.(2)exploring the influence of innovation input,governmental behavior,innovation environment,and openness on the regional innovation capability of high-tech industry as a whole and in the two stages,and decomposing the contribution degree of the influencing factors.The research results show that:(1)the overall innovation capability of high-tech industry in China is high,and the innovation capability of two stages shows a "ladder" change trend respectively.(2)There are differences in the factors affecting the regional innovation capacity of high-tech industry in different regions.In the eastern region,the marginal influence of innovation environment factors on the regional innovation capacity of high-tech industry is more obvious;in the central region,the regional innovation capacity of high-tech industry is jointly influenced by innovation input factors and governmental behavior;in the western region,the innovation capacity of high-tech industry shows the characteristics of governmental behavior;(3)there are differences in the influencing factors of different stages of regional innovation capacity of high-tech industry.The R&D stage of science and technology is mainly influenced by the joint influence of innovation input factors and governmental behavior,and the transformation stage is more influenced by governmental behavior.
