With the development of world economy and openness, international competition is becoming increasingly fierce. The traditional economic pattern that resource advantages determine a country or origin's development has gradually been replaced. The innovation capacity has been key element for a country or origin's rise and decline. Technological innovation capacity and innovative activities also become the motivation and source of development of industry. There have been many researches on capacity of technological innovation native and abroad. However, many of them concentrate in regions and enterprises; research on industry needs further study.High-tech industry manufactures products and services relying on high technology. Technology innovation is motivation for development, R&D input and innovation encourage are sources of development of high-tech industry. However, how is technological innovation capacity of high-tech industry? What factors influence its innovation capacity? These are questions that we should answer seriously.In this background, we target on Jiangsu high-tech industry, define the scope of high-tech industry, and then evaluate it from the following aspects--innovation input, output and environment. Afterwards, we use 1998-2007 data of Jiangsu high-tech industry (medical and pharmaceutical products manufacturing, aircraft and spacecraft manufacturing, electronic and telecommunication equipments manufacturing, computer and office equipments manufacturing, medical treatment instrument and meter manufacturing), set up a panel-data regression model, use EViews statistical software to analyze the factors of technological innovation capacity, such as R&D personnel, R&D capital, market structure, enterprise size, government support and financial institution support.The results show that technological innovation capacity of Jiangsu high-tech industry is in the first class across the country and even within the eastern part, however, there is still a wide gap between it and advanced provinces (such as Guangdong). R&D personnel and capital are major factors that affect the capacity of technological innovation; the effect of personnel is bigger. Market structure and government support don't have a significant effect while enterprise size is in positive correlation with the capacity of technological innovation. Focus on the problems in the innovative activities of Jiangsu high-tech industry, we put forward series of countermeasures: optimizing the allocation of R&D personnel and R&D funds; improving the use efficiency of government funds; improving financial services, broaden financing channels; forming a reasonable competition environment; perfecting patent transform mechanism; improving the capacity of technological innovation of each department to realize scale economy. Via which we can promote harmonious development of Jiangsu high-tech industry.
