With “the Belt and Road” initiative receiving positive response from more and more countries in the world,the pace of Chinese construction enterprises “going global”is also accelerating.While construction enterprises have achieved breakthrough performance and good economic benefits in their overseas market operations,they are also facing many difficulties and problems.Addressing these challenges,improving and optimizing the organizational structure and management model of engineering projects,has become an important issue that must be considered in the external operation of construction enterprises.CCCC A Bureau Ltd.(Shortened to CCCC A Bureau)has made significant progress in the construction of overseas construction projects such as the Mombasa-Nairobi Railway and the Nairobi-Malaba Railway in Kenya.However,in the strategy of realizing the vigorous development of the overseas construction market,the existing international business departments and overseas project organizational structures are not conducive to the realization of the company’s overseas expansion and regional deep cultivation goals,and are not conducive to maintaining the existing competitive advantage in the process of "localization" of the company.Therefore,it is urgent to dynamically optimize the existing organizational structure model.Taking the Mombasa-Nairobi Railway Project and the Nairobi-Malaba Railway Project in Kenya as examples,the thesis analyzes the macro environment,industry competition environment,and internal environment of the CCCC A Bureau’s overseas construction,and illustrates the necessity of optimizing the organizational structure of the company’s overseas projects.Secondly,through a questionnaire survey,find out the problems existing in the existing organizational structure,and analyze the reasons for the problems.Then,based on the Organizational Contingency Theory,a three-level organizational structure optimization plan is designed for the CCCC A Bureau from the Overseas Business Department,the National Headquarters to the Project Department.Finally,the guarantee conditions for the implementation of the organizational structure reform of overseas projects are discussed and relevant suggestions are proposed.
