According to this,the party’s "14th Five-Year Plan" further pointed out the direction for the high-quality development of the economy,that is,to form high-quality development new kinetic energy,only to lay up emerging industries such as the digital economy,expand the possibility of new production,and accelerate digital development.Promote digital industrialization and digitalization of industrial,and promote the deep integration of the digital economy and the real economy.Obviously,as a new economic form,the digital economy is a major opportunity for my country’s high-quality development of China’s economy,and the micro foundation of digital enterprises as the development of the digital economy is of great significance to promote my country’s economic transformation.In recent years,with the proposal of the innovation-driven development strategy,my country has also been actively exploring in the construction of innovative countries.As a strategic carrier for regional development,cities have built a number of innovative systems,innovative elements,high economic efficiency,radiation,radiation Leading a strong country of innovative cities is a key link for my country to move towards innovative countries.In order to promote the construction of innovative countries,from 2008 to the end of 2018,my country has established 78 innovative cities such as Shenzhen.Innovative cities are the gathering place for element resources such as innovative talents,innovation capital,and innovation technology,and an innovative environment city with good government policy support and public services.In the context of the era of high-quality development,whether the construction of innovative cities can have a positive impact on the development of digital enterprises,and what channels affect the development of digital enterprises,need to be further studied.This article uses the "innovative city" pilot policy implementation as a quasi-natural experiment.It adopts the data construction of multi-phase dual differential models of data construction in my country and listed companies from 2003-2020,and the impact of empirical inspection of innovative cities on the increase in the number of local digital enterprises.Furthermore,select digital industrialized enterprise samples,distinguish digital enterprises and non-digital enterprises,and build the impact of the technological innovation of digital enterprises on the technological innovation of digital enterprises.The empirical results found that(1)The construction of innovative cities can significantly promote the increase in the number of digital enterprises.This result is still stable after a series of stable tests such as the tendency scoring matching(PSM)testing(PSM)testing(PSM)inspection and placebo inspection.The construction of type cities is attractive to micro digital institutions itself.(2)The construction of innovative cities can promote the increase in the number of local digital enterprises by promoting regional factor agglomeration and enhancing government policy support.(3)After the implementation of the pilot policy,the larger the urban scale,the more obvious the effect of the policy,and the increase in the number of urban digital enterprises mainly comes from the digital transformation of local enterprises.In addition,in research on the industry segmentation,it was found that the software and information technology services industry was the most affected by policies.(4)The construction of innovative cities has a significant role in promoting the technological innovation of digital enterprises.Based on the analysis of empirical results,this article finally puts forward suggestions for the construction of a national-level innovative cities pilot policy:(1)This article believes that the scope of pilot policies of innovative cities should be expanded in an orderly manner,and it should be increased on the basis of supporting important economic center cities.The focus of development,forming a new model of development of radiation in key cities,and pilot construction of general cities;(2)Implementing balanced measures to support the development of the digital enterprise industry,forming a differentiated and comprehensive digital economy industry layout,enhancing the toughness of the digital economy,focusing on supporting support,focusing on supporting Digital industry enterprises with weak development and strong social effects;(3)Local governments should focus on digital economic opportunities,vigorously introduce talents,capital,and technologies,improve public services,strengthen financial support,guide enterprises to form dare to develop,dare to develop,and dare to develop,and The consciousness of daring to transform,adapting to local conditions,forming a new model of characteristic industrial layout.
