Research On The Effectiveness Evaluation Of The Implementation Of The Transformation Policy Of The Resource-exhausted Cities In The Northeast Old Industrial Base

Since natural resources have been exploited for more than half a century since the 1950 s,and gradually developed into resource-exhausted cities,facing the lack of natural resources,serious environmental pollution and economic growth retardation and other sharp problems,which are manifested in the decline of leading industries,the deterioration of the living environment of residents.The government plays an irreplaceable economic function.Referring to the existing government documents to summarize and sort out,our country is in the process of specific resource-exhausted cities in the old industrial bases in Northeast my country.The transformation policy implemented is related to three aspects: financial transfer support,industrial structure adjustment and employment and reemployment support.The government’s transformation policy implemented is to promote or inhibit the local economic development.It truly and effectively promotes or restrains the resource-exhausted cities in the old industrial bases of Northeast China.economic growth.The estimation method of double difference and the double fixed effect model of individuals and time points,introducing the dummy variable of the city implementing the policy and the dummy variable of the time of implementing the policy,and referring to the relevant data and literature,selected eight observable control variables that affect the economic development of the region.The empirical analysis shows that the implementation of the policy of resource-exhausted urban transformation in the old industrial bases in Northeast China has indeed increased the per capita GDP growth of resource-exhausted cities.Considering the changes in the study period of the experimental group and the control group,a placebo test was carried out on the results of the above empirical analysis.The implementation of the transformation policy of the resource-exhausted cities in the old industrial bases in Northeast China has a positive effect,so the conclusion is drawn.This is consistent with the empirical results using the multi-period PSM-DID model.The mechanism analysis shows that the transformation policy mainly adopts the method of vigorously increasing fiscal expenditure,which has significantly stimulated the local economic growth,and the emphasis on agriculture has also significantly developed the local economy,but it has led to the lag of capital investment and the reduction of human capital levels,and industrial development.The problem of imbalance and "focusing on production over living" is also the reason why the policy effect is not durable enough.According to the research results,more guidance and suggestions for transformation and development are given.The proportion of real estate development investment,human capital,industrial structure and people’s livelihood environment.Investment environment to stimulate market vitality,innovate talent management to attach importance to human capital accumulation,accelerate industrial structure transformation to promote diversified industries and strengthen people’s livelihood construction to improve people’s well-being and happiness,so as to cooperate with policy implementation to promote the regeneration of resource-exhausted cities in northeast old industrial bases good and fast development.
