Research On The Expenditure Of Unemployment Insurance Fund In T City

Unemployment insurance,as an important part of the social security system,plays an irreplaceable role in guaranteeing the basic living needs of the unemployed and maintaining social stability.Since the 18 th CPC National Congress,the role of unemployment insurance in preventing unemployment and promoting employment has been significantly enhanced.Unemployment insurance fund expenditure is the material basis of the implementation of unemployment insurance system,and the situation of fund expenditure directly reflects the function of unemployment insurance system.SX province is a large coal province.In the process of transformation and development,unemployment and employment have become the focus of attention from all walks of life.The expenditure of unemployment insurance fund plays an important role in solving the problem of unemployment and re-employment.As a provincial capital city,T city is relatively mature in terms of unemployment insurance fund expenditure.This paper discusses the expenditure of unemployment insurance fund in T city by using interview survey method and participant observation method.Through sorting out and analyzing the data information of unemployment insurance fund expenditure in T city in the past five years,this paper expounds the problems existing in fund expenditure,and puts forward specific suggestions through in-depth analysis of the causes of the problems.In the expenditure of unemployment insurance fund in T city,there are mainly problems such as low proportion of people enjoying benefits,serious loss of fund caused by fraudulent and fraudulent claims for unemployment benefits,limited coverage of fund expenditure policy,insufficient employment promotion function caused by less expenditure of fund in promoting employment,and repeated enjoyment of benefits.The main reasons are lack of awareness of the benefits of the insured,imperfect supporting measures,temporary and fragmented policies,imperfect expenditure projects to promote employment,and insufficient fund expenditure supervision ability.To this,this article puts forward in the unemployment insurance fund expenditure,should raise fund of utility,emphatically from the following several aspects to exert function of unemployment insurance system:first,through strengthening policy propaganda,enhance the consciousness of participants enjoy treatment of unemployment,raise fund information level to expand the fund expenditure benefit rate,improve the unemployment insurance system of social security status.Second,improve the supporting measures for fund expenditure and reduce the loss of funds.Third,improve the unemployment insurance fund expenditure related policies,standard treatment conditions,reasonable adjustment of unemployment insurance fund expenditure ratio.Fourthly,by increasing the projects and expenditures for promoting the industry,we should realize the effective linkage with employment service agencies,expand the expenditure of the fund in promoting the industry,and improve the function of promoting employment.Fifth,rely on big data through the interconnection of data resources,strengthen the internal control and external linkage of fund expenditure risk,and then improve the supervision of fund expenditure,to ensure the safety and efficiency of fund expenditure.
