In recent years,with the development of high-tech industries represented by information technology becoming more and more mature,a series of technological foundation conditions related to smart city construction have been established.The construction of smart cities is of great significance for promoting urban green sustainable development,optimizing the industrial structure of regions,promoting the benign development of industries as a whole,accelerating the application of information technology,promoting urbanization,improving the overall competitiveness of cities,and improving the quality of life of the people.Currently,smart city construction has been identified as the main strategic goal for urban development in over 90% of China’s prefecture-level cities.Almost all studies have shown that most project-failures are caused by the lack of or inadequate project management,and scientific project management is the key factor in the success of large projects.The construction of the Smart City is a very large or super-large engineering project,it’s complexity is evidenced by involvement of many discipline and specialties,administrative and business departments,and a long construction period.It also involves in a lot of Innovation fields,and the impact of new technologies and models using in construction is unpredictable.Therefore,how to carry out innovative project management that meets the external environmental change is an extremely critical task in the construction of smart city systems.This article first collected various reports and summary materials of the HKWS smart city project management through methods such as questionnaire survey,case analysis,and in-depth interviews,and extracted the most prominent project management problems of the company in four areas: scope,schedule,risk,and quality management.Secondly,through literature reading,it studied the development status of smart city systems and project management at home and abroad,looked for theoretical basis for solving problems,and proposed optimization strategies using methods such as inductive summarization and case analysis for the problems encountered by HKWS smart city project management in the four areas.Finally,it briefly discussed the measures that should be taken in the organization,system,and human resources aspects to improve the operational efficiency of the company’s smart city project management,and tried to discuss the implementation of the optimization effect.In summary,this article aims to investigate and objectively diagnose the project management problems encountered by HKWS in smart city projects as comprehensively and thoroughly as possible,and to provide useful suggestions for the continuous optimization practice of the company’s smart city project management.We hope by using the latest management theories and technological tools for beneficial academic exploration,so to make certain contributions to the healthy and orderly development of the HKWS smart city system business.
