The COVID-19 in 2020 has brought economic impact to China even the world,and even the economic phenomenon of anti globalization has emerged.According to the statistics released by the United Nations,the world economy will decline by about 4.3%in 2020,which is the lowest growth rate of the global economy after the Second World War,far more than the average decline of the global economy during the global economic crisis in 2008.The COVID-19 has caused economic stopping in a large area of many country.China government departments urgently taken a series of measures to try the best to control the rapidly spreading COVID-19 epidemic.During the COVID-19 epidemic,the government formulated a large of public policies to promote commodity international trade from the three major categories: direct impact,indirect impact and facilitation.Therefore,the export trade policy has been playing an important role in China’s export trade activities.The government can use the export trade policy to carry out macro-control and intervene in economic activities so as to allocate social resources more effectively,regulate social behavior,promote social equity and promote economic development.Firstly,This paper introduces the core concepts and theoretical basis by using the relevant knowledge of public management,international trade and economics.Secondly,it shows the impact of the COVID-19 on China’s export trade,and then shows the development process of China’s export trade policy.First,it experienced the transition trade policy from trade liberalization to trade liberalization,and finally formed a managed trade liberalization policy at this stage.Subsequently,the data analysis method was used to exclude the subjective value judgment.Through the total export trade index,it was analyzed that the COVID-19 had a significant impact on China’s export trade.The article then introduces the adjustment of China’s export policy after the COVID-19 epidemic,and classifies the current policies to promote China’s export trade into direct impact,indirect impact and facilitation.Then,the article interviewed five practitioners with more than 10 years’ experience in export trade using the interview method,and analyzed the main problems existing in China’s export trade at this stage through the interview: insufficient support policies for export trade,imperfect internal structure of export trade policies,low synergy of export trade policy tools,and low adaptability of export policy objectives.At the same time,this paper also studies and analyzes the reasons for the export trade policy problems: the exogenous adverse impact of the epidemic is strong,there is a time lag in the formulation of export trade policies,the restrictions of trade regulations and the inadequate implementation of export trade policies.The innovation of this article is to focus on the COVID-19,a public safety and health event,as the entry point,and takes China’s export trade promotion policy as the study point for analysis.In view of the impact of the COVID-19 on China’s export trade policy,this paper made reasonable suggestions on the shortcomings of China’s export trade policy,further studied the optimization strategy of promoting China’s export trade policy from the external attribute analysis of China’s export trade policy and based on the internal laws of the policy,and followed the "problem countermeasure" guidance,Based on the perspective of public management,this paper attempts to establish an optimization framework for China’s export trade policy during the epidemic,as follows:maintain the long-term balance of China’s export trade support policies;Optimize nternal structure of China’s export trade policy tools;Strengthen the synergy of China’s export trade policy tool portfolio;Improve the suitability of China’s export trade policy objectives.It is hoped that the article will put forward relevant countermeasures and suggestions to solve the problems in China’s export trade policy,which can avoid major mistakes in public policy practice.
