This thesis starts with a review of the transition of China's trade policy. On the basis of analyzing the trade policy's influence on international revenue and expenditure, this thesis analyzes the relationship between trade policy and international revenue and expenditure imbalance. Moreover, adjustments on trade policy have been proposed to solve international revenue and expenditure imbalance. Furthermore, through introducing the theory on relationship between international revenue and expenditure and internal economic development—Internal & External Equilibrium Theory, this thesis reveals the relationship between internal and external equilibrium, and evaluates the current trade policy's effects with the standards of Internal & External Equilibrium Theory. Under balancing the trade policy's positive effects against the negative effects, this thesis analyzes the necessity of trade policy transformation, and puts forwards to primary concepts on trade policy's transformation.
