| In the early 1980 s,after the implementation of the household contract responsibility system,agricultural land adjustment has become an important auxiliary measure to alleviate the contradiction between people and land and reflect the fairness of land distribution during the long contract period.Its role of "increasing people and increasing land,reducing people and reducing land" is consistent with the psychology of some farmers in rural areas of China,so it has been approved by some farmers and put into practice.Contrary to the demand of some farmers for land transfer,China’s agricultural land certification and registration system was fully implemented in 2018.On the one hand,the agricultural land certification policy solidified the rural collective membership of "life does not increase,death does not decrease",on the other hand,it clarified the spatial boundary of the "four to" of farmers’ agricultural land contracting rights,and the stability of land rights has become an established fact.Under this background,some rural areas in China still adhere to the tradition of agricultural land adjustment and go against the policy goal of national land ownership stability,which shows that it is difficult to completely solve the problem only by policy prohibition,and we should start from the willingness side of farmers to achieve better results.It is of great significance to study the farmers’ cognition of the farmland confirmation policy and the internal motivation of their willingness to transfer land for the complete realization of the farmland adjustment and frequency reduction substitution and the real implementation of the farmland confirmation policy in the villages that transfer land.In this paper,Dongxiang District of Jiangxi Province is selected as the research area.Through combing and drawing lessons from previous relevant studies,the model is established and the questionnaire is designed on the basis of the theory of rational people and the theory of farmers’ differentiation;From July to October 2021,311 valid questionnaires were collected by combining field survey interviews with online questionnaires;Then use SPSS,STATA,FSQCA and other data analysis software to carry out descriptive statistical analysis,reliability and validity test,principal component analysis,binary logistic regression analysis and fuzzy set qualitative comparative analysis on the collected data.(In the fuzzy set qualitative comparative analysis method,each influencing factor is not the explanatory variable that acts on the explained variable alone,but is regarded as the antecedent element that cannot be separated from other factors in the antecedent configuration that causes the dependent variable in a combination way;it does not study the net effect of a single variable on the explained variable,but focuses on the different or similar types of explanatory variables composed of a large number of antecedent elements Therefore,this method can carry out further research on the correlation between factors based on empirical research,so as to identify the synergy of multiple antecedents on the premise of recognizing the complexity of causality.)The results of binary logistic regression analysis show that: under the whole sample,(1)whether the characteristics of resource endowment of farmers are controlled or not,rational factors have a significant positive impact on farmers’ willingness to relocate;(2)When the characteristics of farmers’ resource endowment are not controlled,the legal factors have a significant negative impact on farmers’ willingness to relocate land,while after the characteristics of farmers’ resource endowment are controlled,the legal factors have no significant impact on their willingness to relocate land.(3)Legal factors play a negative role in regulating the relationship between emotional factors and farmers’ willingness to transfer land.(4)There are differences in the influence of reason and law on the willingness of different types of farmers to transfer land.In order to further reduce the frequency of farmland adjustment and promote the final replacement of farmland adjustment by farmland confirmation,that is,to promote the frequency reduction and replacement of farmland adjustment,we should not only strengthen the inhibition effect of legal principles on the willingness to adjust land,but also weaken the incentive effect of legal principles on it,and adopt the differential reduction strategy of the willingness to adjust land for different types of farmers,and further deepen the farmland confirmation with the goal of land ownership stability.The results of qualitative comparative analysis of fuzzy sets show that:(1)the rational factors are the necessary conditions to explain farmers’ willingness to emphasize land.(2)There are four conditional configurations that lead to the emphasis on the willingness of farmers to relocate land.Among them,rational factors and family factors are the key factors that affect farmers’ willingness to relocate land.They play a central role in improving farmers’ willingness to relocate land,while householder factors and legal factors play an auxiliary role in their respective configurations.(3)There are two conditional configurations that lead to the intention of weak modulation.The lack of rational factors plays a central role in the two configuration paths,which further validates the importance of rational factors.(4)According to the controllability of conditional factors,the best strategy to weaken farmers’ willingness to adjust land is to formulate alternative policies for reducing frequency of agricultural land adjustment and effectively improve family conditions.The existence of concurrent synergy among multiple conditions reveals the complexity of the factors affecting the willingness to transfer land.The optimal implementation of the alternative policy of reducing the frequency of agricultural land adjustment is an effective choice to curb the willingness to transfer land.Based on the above research conclusions and the comprehensive analysis of the subjective items of the questionnaire,combined with the relevant national policies,several suggestions are put forward to promote the reduction and substitution of farmland adjustment starting from the subjective factors that affect farmers’ willingness to adjust land.First,the influencing factors of farmers’ willingness to adjust land are complex and multidimensional.In formulating the reduction and substitution policy measures of farmland adjustment,farmers should base on the differences of farmers and select targeted combinations to suppress the willingness to adjust land,In order to achieve the desired inhibition effect.Second,we should fully consider the important impact of subjective and rational factors such as land transfer habits and the idea of "equal distribution" on farmers’ willingness to transfer land.Third,we should strengthen the publicity of the policy of confirming the right to agricultural land and popularize the relevant knowledge of confirming the right to agricultural land.Make full use of both online and offline publicity means to broaden farmers’ access to information and improve farmers’ legal awareness. |
