Research On The Influence Of Farmland Ownership Confirmation On Farmland Transfer Based On The Adjustment Of Non-agricultural Employment

In recent years,the adverse effects of the implementation of the household contract responsibility system have gradually been reflected in agricultural production activities.In order to improve agricultural production efficiency,the government has actively encouraged the appropriate scale management of agricultural land,and the confirmation of farmland rights is widely regarded as an important measure to promote the transfer of farmland.At the same time,with the rapid development of economy,farmers are more inclined to choose non-agricultural employment with a more significant input-output ratio,so more and more farmers transfer their farmland out under the guarantee of the separation of powers.Therefore,the question of this paper is to explore the relationship between land tenure confirmation,non-agricultural employment and land transfer,and whether land tenure confirmation has an impact on land transfer.When farmers get off-farm employment,will it promote farmers to transfer farmland out?On the basis of property rights theory,dual economic structure theory and rational small farmer theory,this paper analyzes the mechanism of farmland confirmation on farmland transfer.The sample data of 6,257 households were analyzed empirically.After controlling for marital status,population size,value of agricultural machinery,annual pension income,age,education level and other individual characteristics,family characteristics,pension security variables,the empirical study of farmland ownership was conducted.The impact on the transfer of agricultural land and the moderating effect of non-agricultural employment.The empirical results of this paper show that land tenure confirmation has a positive impact on land transfer,and farmers’ off-farm employment has a significant positive moderating effect on the impact of land tenure confirmation on land transfer.When farmers’ off-farm employment income increases,it will promote farmers to transfer farmland.Therefore,it is necessary to fully consider the non-agricultural employment situation of local farmers to promote the transfer of farmland through land right confirmation.At present,the new round of land ownership confirmation work has been basically completed.Only by constantly clarifying the property rights and effectively protecting the rights and interests of farmers,the trust degree of both sides of land transfer can be increased.At the same time,farmers will continue to promote non-agricultural employment,increase non-agricultural employment income,alleviate the actual situation of more people and less land,farmers are more willing to transfer farmland,and constantly promote the large-scale development of China’s agriculture.
