Research On Asset Management Strategy Of Rural Collective Economic Organizations In C County

The assets of rural collective economic organizations are the important foundation for implementing the rural revitalization strategy and promoting the comprehensive development of rural economy,and the common property that affects the collective and individual interests of all villagers.However,under the new situation,rural collective asset management still has some deficiencies.Due to the lack of proper management of this kind of property,the interests of farmers have been infringed and the rights and interests of rural collective economic organizations have been affected.What is more,corruption and embezzlement have damaged the glorious image of the Party and the government in the hearts of farmers.Therefore,in the tide of urbanization development,it is urgent to improve the management mechanism of rural collective assets as soon as possible,innovate it,and manage this asset more efficiently,and get good results.Based on this,this paper selects C County as the research object,and carries out targeted research on the rural collective asset management and control issues in this county.Firstly,the background and significance of the study are discussed.Through the analysis and interpretation of domestic and foreign research results,the basic concepts and related theories of this research are extracted,which lays a theoretical foundation for this research.Secondly,this paper summarizes the current situation of rural collective asset management in County C from the aspects of the situation of rural collective assets in County C and specific practices of rural collective asset management,and uses the interview research method and case study method to find out the existence of rural collective asset management in County C: The problems of chaotic management subject,low utilization rate of assets development,lack of relevant supervision and guarantee,single operation mode,and low economic benefits seriously restrict the level and effect of rural collective assets management in C County.After in-depth analysis,it is found that the root cause of the problem is:Means of no,the loss of the rural collective assets,the collective assets ownership is not clear,lack of government subsidies,required financial management personnel lack of professionalism,lack of financial security,not to the full development and utilization,lack of normative management mechanism,the lack of a sound incentive mechanism,not set risk early warning mechanism of prevention and control measures,not to build a sound distribution,etc.Again,based on the existing problems and cause analysis,put forward C county rural collective asset management plan: further reform of the rural collective property rights system,to ensure clear property right,perfect mode of management,the innovation of rural collective economic organization and management system,increase the intensity of support,promote development and utilization of collective assets,enhance the effectiveness of management and perfecting the supervision system.
