Abstract/Summary:
The world today is increasingly complex in terms of multi-polarity,the destinies of all countries are closely intertwined,the world is undergoing a major change unprecedented in a century,and China is at a turning point unprecedented in a century,where opportunities and challenges coexist.The establishment of the FTZ will help realize cross-regional technological cooperation,create favorable conditions for the integration of global high-end factor resources,and realize the technological changes and spillover effects of cutting-edge technology industries.The 19 th Party Congress report pointed out that we should "give the pilot free trade zone a greater degree of independent reform,to create a high-quality level of external development,quality business environment and stronger radiation effect of the new open platform".In November 2019,General Secretary Xi Jinping put forward "five important" development requirements and target positioning for the new Lingang area of the Shanghai Pilot Free Trade Zone during his visit to Shanghai,the first of which is to ask Lingang to assume the mission of "gathering talents from home and abroad,and an important base for international innovation synergy".In this context,taking the unique facilitation conditions of the FTZ as the entry point,it is significant to study the degree of influence of the relevant facilitation advantages on the international technological innovation synergy conducted in the FTZ for the subsequent establishment and governance of China’s FTZ.This thesis compares the theoretical research on FTZs and regional collaborative innovation,and conducts a basic study on the current status of China’s FTZs.On this basis,we refer to Ikujiro Nonaka’s knowledge transformation(SECI)model on the transformation,integration and application of tacit knowledge and explicit knowledge to each other,and combine the unique advantageous conditions of the FTZ and existing literature research to build the "4C" evaluation system for the facilitation of international technological innovation synergy in the FTZ from four levels: environment support(Circumstance),factor flow(Circulation),technological innovation(Creation)and collaborative application(Cooperation).Taking more than 40 cities involved in 21 pilot free trade zones in China as samples,the data from 2017-2019 are selected on the basis of the constructed evaluation system,the corresponding weights of each indicator are determined by applying the entropy weight-TOPSIS method,and the relevant indicators of each pilot trade zone are taken into scoring ranking for quantitative analysis.Finally,taking Shanghai Pilot Free Trade Zone(FTZ)Lingang New Area as a case study,we provide suggestions on how to better carry out international technological innovation synergy in the future FTZ.The study shows that:(1)whether from the perspective of enterprise competition or factor flow,it is feasible to carry out international technological innovation synergy with the FTZ as a carrier,and it also has more advantages than other regions;(2)The flow of innovation factors and technological innovation capacity have a greater impact on the international technological innovation synergy conducted in the FTZ,with a total weight value of 0.5611,accounting for about 56% of the total weight;(3)The FTAs in developed regions have a higher capacity to carry out international technological innovation synergy.In the future,China should further strengthen the development strategy of the Pilot Free Trade Zone,optimize the innovation environment,and realize the cross-regional and cross-border flow of innovation factors.Increase investment in scientific research,achieve breakthroughs in key technological innovations through the joint construction of scientific research platforms and innovation alliances,and promote the transformation and application of innovative achievements.
