Research On The Level Of Trade Facilitation In Guangdong Pilot Free Trade Zone

The pilot free trade zone strategy is an important measure for China to build an opening up pattern.The 20 th National Congress Report pointed out that it is necessary to implement a more proactive opening strategy,accelerate the construction of pilot free trade zones,implement the strategy of upgrading pilot free trade zones,and build a high-standard free trade area network facing the world.Domestic pilot free trade zones have always been a hot topic in academic research,but after reviewing the literature on domestic pilot free trade zones,I found that scholars mostly let the Guangdong Pilot Free Trade Zone(hereinafter referred to as the "Guangdong Pilot Free Trade Zone")play a supporting role and participate in the empirical process of measuring the level of trade facilitation in multiple pilot free trade zones in China,and then they study the trade facilitation issues of other pilot free trade zones in China.Few scholars have conducted in-depth research on the problems existing in the Guangdong Pilot Free Trade Zone after empirical evidence.So this paper mainly studies the development of trade facilitation in the Guangdong pilot free trade zone.It can not only enrich the relevant academic literature,but also provide some reference for the pilot free trade zone established later to improve the level of trade facilitation.This paper studies the literature on the evaluation index system,calculation methods,trade facilitation measures and Guangdong Pilot Free Trade Zone,introduces the construction background,construction process,construction achievements and shortcomings of the Guangdong Pilot Free Trade Zone and so on.On the basis of drawing on the selection and calculation methods of relevant indicators of trade facilitation at home and abroad,comprehensively considering the availability of data,an index system for measuring the trade facilitation level of Guangdong Pilot Free Trade Zone was established,and the development level of trade facilitation in the selected 13 pilot free trade zones was calculated by principal component analysis method,and the pilot free trade zones were ranked according to the comprehensive score of trade facilitation and the score of first-level indicators.The overall level of trade facilitation in the Guangdong Pilot Free Trade Zone ranks No.1,and the scores of each first-level index also rank first,which shows that the Guangdong Pilot Free Trade Zone has a high level of trade facilitation in four aspects: customs environment,financial environment,information and communication technology environment and logistics environment,but there are some deficiencies in the legal environment,financial risk prevention and control and administrative management of the Guangdong Pilot Free Trade Zone.In line with the new high-standard economic and trade rules such as the international free trade zone and the CPTPP,suggestions were put forward to strengthen the construction of the rule of law and improve the financial risk prevention and control system for the improvement of the trade facilitation level of the Guangdong Pilot Free Trade Zone.
