Study On The Trade Facilitation Of Shanghai Pilot Free Trade Zone

Trade facilitation has been becoming an important factor affecting the development of international trade.With the lasting effect of financial crisis in 2008,trade protectionism is rising up.The core of the trade protectionism increases international trade transaction costs by blocking the development of trade facilitation,and erects invisible trade barriers.In order to eliminate the negative effects of protectionism in the world,the World Trade Organization(WTO)achieved the first multilateral trade agreement in the past years.And WTO incorporated the Trade Facilities Agreement into the WTO agreement in attachment.China formally accepted the trade facilitation agreement in September 2015,which marks the process of China's formal promotion of trade facilitation.In September2013,established Shanghai Pilot Free Trade Zone formally.As the first Pilot Free Trade Zone in China,Shanghai Pilot Free Trade Zone shoulders the great historical mission.It should explore new ways and gather experience for deepening reform and opening-up and comprehensively under the background of "new era".Researching Trade facilitation of Shanghai Pilot Free Trade Zone,can not only put up with policies of increasing trade facilitation through analysis of the Shanghai Pilot Free Trade Zone policy basis and effect,,but also provide experience for the development of other Pilot Free Trade Zones in trade facilitation.Based on the literature review and theoretical analysis,the paper constructs a theoretical framework to promote the trade facilitation of Shanghai Pilot Free Trade Zone.Firstly,I analyzed the background and development process of Shanghai Pilot Free Trade Zone trade facilitation Secondly,I reviewed the relevant policies of trade facilitation of the Shanghai Pilot Free Trade Zone and analyzed the policy logic,policy characteristics and policy effects.Then,using trade facilitation method of index system building by Wilson for reference,I set up an evaluation index system to evaluate Shanghai Pilot Free Trade Zone and other trading countries' trade facilitation.And analyzed how the level of trade facilitation influences trade value of Shanghai Pilot Free Trade Zone by the way of trade gravity model.Finally,according to the above policy analysis and empirical analysis,put forward some policy suggestion.Such as the constructing a "single window",speeding up port construction,innovating supervision service,giving play to the role of financialsupervision,and promoting public governance policy,to enhance the level of trade facilitation in Shanghai Pilot Free Trade Zone.
