| In the field of agriculture,market mechanisms sometimes cannot automatically achieve optimal allocation of resources,thus calling for the government to implement specific industrial policies and macro control to achieve the purpose of agricultural governance.Agricultural green development is a development method whereby ecological conservation,consumption reduction and increased production and efficiency can be achieved.The coupling and coordination of agricultural industrial policies and green development is an inevitable choice to achieve the transformation of agricultural production factors,improve agricultural development efficiency,and promote high-quality agricultural development.In recent years,Henan Province has continuously promoted the optimization of agricultural industrial policies,deepened the supply-side structural reform of agricultural production factors,and vigorously promoted the new model of agricultural green development.Its agricultural governance capacity and green development have achieved certain results,but there are also many imbalances and incongruities that restrict the high-quality development of agriculture.Therefore,studying the coupling and coordination between the two has very important practical value.Starting with policy text analysis,the article collected 278 Henan agricultural industrial policies related to research,constructed a two-dimensional analysis framework of policy tools and policy effectiveness,and based on this,constructed an evaluation system for Henan agricultural industrial policy indicators.Policy evaluation include 12 indicators in four aspects: agricultural policy effectiveness,basic agricultural policies,agricultural policies that support productive agriculture,and agricultural policies that protect interests.In addition,based on the current situation of agricultural development in Henan Province,a green development evaluation system is constructed with 12 indicators from four dimensions: element input of green development,economic vitality of green development,utilization of green development resources,and green development atmosphere.In terms of indicator data,the annual comprehensive evaluation index of the development level of the two systems was calculated using the entropy method based on the data from 2014-2020,and the influencing factors of each dimension of the system were analyzed.Finally,the coupling coordination model is used to calculate the coupling degree and coupling coordination degree of agricultural industrial policies and green development in Henan Province,and an empirical analysis of coupling coordination is conducted from the overall system level.The main conclusions of the study are as follows:(1)From 2014 to2020,the structure of agricultural policy tools used in Henan Province was unreasonable and the policy adaptability was not strong.Among them,the proportion of environmental policy tools used is 44.6%,and most of them are incentive measures,with unclear policy measures.The supply type policy tools account for 28.06%,while the demand type policy tools account for 27.34%,with the least usage.(2)The development of the agricultural industrial policy system and the green development system is not balanced,showing significant phased trend changes.Before 2018,the comprehensive evaluation index of the policy system was higher than that of the green development system.After that,the evaluation index of the green development system exceeded that of the policy system,and the imbalance between systems continued to expand over time.(3)The coupling degree between agricultural industrial policies and green development is declining,and the level of system coupling and coordination is relatively low.The leading role of policies in agricultural green development needs to be improved.According to the conclusions obtained,measures such as balancing the structural proportion of policy tools,refining policy measures,improving the adaptability of policies to green development,conducting policy performance evaluation,and improving the construction of green development system are taken to achieve the coupling and coordinated development of agricultural industrial policies and green development. |
