Research On Green Life Policy In Shanxi Province Under The Background Of High-quality Transformation And Development

For a long time,with the rapid development of economy,the extensive economic development mode and lifestyle have caused the decline of ecological environment and the shortage of resources.The high-strength development of energy and the continuous expansion of scale have increased the pressure on the ecological environment.As a typical resource-based Province,Shanxi is facing the dilemma of "resource curse".Since the 19th National Congress,the CPC Central Committee has proposed to promote the formation of a green development mode and lifestyle,adhere to the basic national policy of saving resources and protecting the environment,and further promote the construction of a comprehensive supporting reform pilot area for the transformation of Shanxi’s national resource-based economy and a comprehensive reform pilot of the energy revolution.In the process of high-quality transformation and development in Shanxi Province,the creation of green life action is an essential key link,which is of great significance to the green development of Shanxi Province.However,in the actual development process of Shanxi Province,the content of policy documents related to green life is not comprehensive and not implemented in place,resulting in the slow implementation of green lifestyle.In order to solve the above problems,this study collected Shanxi Province and Hebei,Jiangsu,Zhejiang,Shandong,Guangdong,Anhui,Jiangxi,Henan,Hunan,Hubei,Shaanxi,Yunnan,Guizhou With the help of NVivo 11 analysis software,the content analysis method is adopted to analyze the contents of green life related documents in Shanxi and other fourteen provinces,so as to explore the deficiencies and defects in the formulation of green life related policies in Shanxi Province and put forward reasonable suggestions.Through content analysis and comparative study,it is found that there are some problems in the implementation of green life in Shanxi Province,which are as follows:from the perspective of policy tools,the service links related to green life in Shanxi Province are weak,the infrastructure is poor,the support of technical policies is insufficient,there is a lack of professional talent training,and excessive reliance on publicity and education;The relevant standards of green life are not clear,and the involved fields are not comprehensive,the stimulating demand is unbalanced,and the excessive reliance on demonstration projects;In the process of establishing green life action,there are some problems,such as the same policy environment,unclear relevant laws and regulations,imperfect informatization and so on.From the perspective of action fields,the distribution of action fields is uneven,with excessive concentration and gaps.From the analysis of the role object,ignoring the role of the market,lack of support for the economic environment,unclear division of labor,and insufficient participation of the whole society.In view of the above problems,this study actively draws lessons from the advanced experience of other provinces,puts forward relevant improvement suggestions,and pays more attention to the balanced application of various policy tools in different functional areas and the balance of various functional areas and objects.The theoretical framework model proposed in this study enriches the connotation of relevant research and provides an effective theoretical basis for future research on relevant policies.
