Promoting the high-quality revitalization and development of the old revolutionary base areas represented by the former Central Soviet Area is a necessary part of achieving high-quality development in China,an important part of promoting regional coordinated development,and an important guarantee for achieving common prosperity.The 14th Five Year Plan for National Economic and Social Development of the People’s Republic of China and the Outline of Long-term Objectives for 2035(referred to as the "14th Five Year Plan")clearly states: "We will comprehensively promote the revitalization of revolutionary old areas,develop characteristic industries according to local conditions,inherit and promote red culture,and support the high-quality development demonstration of the former Central Soviet Area of Jiangxi,Fujian,and Guangdong." This is a new development opportunity that the former Central Soviet Area has ushered in since the revitalization strategy of the Soviet Area.Therefore,conducting high-quality development research in the revolutionary old areas of the former Central Soviet Area is a scientific reflection of implementing the new development concept,which is in line with the requirements of the national "14th Five Year Plan".This article takes the former Central Soviet Area as the research object,selects 2020 as the research node,and starts from the connotation of high-quality development at the county level unit.Based on local practice and regional characteristics,it constructs an indicator system suitable for the high-quality development of revolutionary old areas in the county area,and comprehensively uses multi-disciplinary technical methods such as geography and economics to analyze their high-quality development level,spatial characteristics,and influencing factors.The following conclusions were drawn:(1)The high-quality development of the old revolutionary base areas is based on the new development concept,oriented by the people’s livelihood,centered on the people,and reflects the development of "innovation,coordination,green,open,and sharing";Its high-quality development indicator system is formed from seven dimensions: "innovation driven-economic development-urban-rural coordination-shared development-ecological civilization-internal and external openness-red culture".The positioning of each dimension is clear,and they are interdependent and feedback to each other.(2)In 2020,the average of high-quality development in the former Central Soviet Area was 0.2601,with a relatively low overall level.There were significant differences between regions and within the area,showing a spatial distribution pattern of "core edge" compared to the former Central Soviet Area’s Fujian part,Jiangxi part,and Guangdong part.From a multidimensional perspective,the score for urban-rural coordination is the highest,while the score for ecological civilization is the lowest;From a spatial perspective,innovation driven,urban-rural coordination,and shared development have certain similarities in spatial distribution,while economic development,ecological civilization,and internal and external openness have obvious spatial stratification phenomena.(3)Among the three main functional zones,the level of key development zones is the highest,followed by the main agricultural product producing areas,and the level of high-quality development in key ecological functional zones is the lowest;Although the high-quality development level of the provincial boundary counties lags behind,they score higher in the dimension of ecological civilization and have relatively small internal differences;At the same time,the high-quality development level of counties with ecological functions at provincial boundaries lags far behind the average level,which is one of the major shortcomings in promoting high-quality revitalization and development in the Soviet region.(4)The high-quality development of the former Central Soviet Area is the result of the dual drive of physical geography environment and socio-economic factors,and there is a positive spatial spillover effect;Human capital and opening up to the outside world are the leading factors in promoting the high-quality development of counties in the former Central Soviet Area of Jiangxi,Fujian,and Guangdong;The level of opening up to the outside world is the core factor in promoting the high-quality development of the three main functional areas;The industrial structure,level of economic openness,and human capital are the core factors that promote high-quality development in provincial and non provincial counties. |
