Research On The Construction Of High-Quality Development Evaluation Indicators And Influencing Factors In Guangdong-Hong Kong-Macao Greater Bay Area

2018 is the first year of China’s high-quality development.High-quality development is a distinctive feature of China’s economy in the new era.The "Outline of the Guangdong-Hong Kong-Macao Greater Bay Area Development Plan" released by the government in 2019 further clarifies the grand goal of Guangdong-Hong Kong-Macao Greater Bay Area to enter high-quality development.So how to scientifically evaluate the high-quality development level of the Greater Bay Area in the context of the new era and explore the main factors affecting the high-quality development of the Greater Bay Area have become hot issues that must be answered and resolved at the moment.This article explores the connotation of high-quality development through literature research,guides the five development concepts of "innovation,coordination,green,openness,and sharing",combines the characteristics of economic development in the Guangdong-Hong Kong-Macao Greater Bay Area,and studies the basis of high-quality development evaluation index system for scholars.From the five dimensions of economic quality and efficiency,innovative development,coordinated opening up,green development,and people’s lives,the Guangdong-Hong Kong-Macao Greater Bay Area Economic Quality Development Evaluation Index System with 18 secondary indicators was constructed to collect the Guangdong-Hong Kong-Macao Greater Bay Area.The economic data of 11 regions from 2005 to 2018 are calculated by using the global principal component analysis method to calculate the index weights,and then the Guangdong-Hong Kong-Macao Greater Bay Area’s high-quality comprehensive development index is calculated,and then cluster analysis and comparative analysis are used to A comprehensive analysis of the differences in the high-quality development levels and the spatial and temporal evolution of cities in the Hong Kong and Macao Greater Bay Area.Then take the Guangdong-Hong Kong-Macao Greater Bay Area’s high-quality development composite index as the explanatory variable,and the government’s support intensity,human capital level,informatization level,transportation infrastructure,and foreign investment level as the explanatory variables.Empirical analysis of each economy using panel regression model The influence mechanism of environmental factors on the high-quality economic development of the Guangdong-Hong Kong-Macao Greater Bay Area.The main conclusions of the full text are as follows: First,the quality development level of the Guangdong-Hong Kong-Macao Greater Bay Area has steadily improved from 2005 to 2018.In terms of cities,Shenzhen’s high-quality development index has made the most progress.Judging from the rankings,the rankings among the cities have not changed much.Shenzhen,Guangzhou and Zhuhai have surpassed Hong Kong successively.Second,there are obvious differences in the high-quality development levels of cities in the Guangdong-Hong Kong-Macao Greater Bay Area,which can be divided into three echelons.The first echelon is Hong Kong,Macau and Shenzhen,which is of high level;the second echelon is Guangzhou,Zhuhai,Foshan,Dongguan and Zhongshan,which is of medium level;the third echelon is Jiangmen,Huizhou and Zhaoqing,which is of low level type.Third,through the empirical regression analysis of the Guangdong-Hong Kong-Macao Greater Bay Area High Quality Development Index and its influencing factors,the results show that the government support intensity,human capital level,informatization level,and transportation infrastructure have a high-quality development level for the Guangdong-Hong Kong-Macao Greater Bay Area.Promotion has a significant positive impact,and there is a significant negative correlation between the level of foreign investment and the level of high-quality development.On this basis,some policy recommendations were proposed to enhance the high-quality development of the Guangdong-Hong Kong-Macao Greater Bay Area.
