Research On The Paths Of Integrated Development Of Urban And Rural Areas In Counties Under The Background Of Common Prosperity

Common prosperity is an essential requirement of socialism and an important feature of Chinese-style modernization.Promoting the integration of urban and rural areas with the county as the carrier is an important way to achieve common prosperity.The county is the basic spatial area and administrative governance unit of China’s economic and social development.It is the basic field for the exchange and flow of various factors of production between urban and rural areas.It is the main position for promoting the integrated development between urban and rural areas and realizing common prosperity.At present,the gap between urban and rural areas is still large,the most arduous and onerous task of comprehensively building a modern socialist country is still in the countryside,the hollowing out of rural areas,the weak quality of agriculture,the aging of farmers prominent phenomenon.On the new journey,we should take the county level as an important starting point,strive to break the urban-rural dual structure,smooth the free flow of factors of production between urban and rural areas,improve institutions and mechanisms for integrated urban and rural development,and speed up the building of an agricultural powerhouse.This paper takes county units in northern Anhui as the research object.Firstly,on the basis of combing and referring to domestic and foreign studies on urban-rural relations,the connotation of urban-rural integration in the new development stage is deeply explained,which is to reshape the urban-rural integration relationship,reconstruct the urban-rural integration development system and mechanism,realize the urban-rural integration development model,and refer to the complex adaptation system theory.It constructs the internal mechanism of “element-structure-system” in the integrated development of urban and rural areas in counties.Secondly,according to the connotation and mechanism of urban-rural integration development in counties,we constructer the evaluation index system of county and rural development and use entropy method and coupling coordination model to measure the urban-rural integration development level of county in northern Anhui.The research results show that the development level of county and rural units is steadily improved,but the gap between counties is gradually increasing;the urban-rural coupling and coordination degree in each county increased steadily,and urban-rural relations moved from the brink of imbalance to sound coordination;the overall level of urban-rural integration in counties is in a good upward trend,but regional development is still unbalanced.Then,in view of the difference of urban-rural integration level in each county,we use the multiple linear regression model to explore the factors causing the difference,and it is found that the main constraints are labor flow,economic level,industrial structure and land policy,among which economic level and industrial structure have the most significant positive promoting effect on urban-rural integration.Finally,for the purpose of common prosperity in urban and rural areas,it puts forward the unimpeded liberalization of the flow of resource elements and promotes the integration of urban and rural elements;modernize the agricultural industrial system and promote economic integration between urban and rural areas;promote equal access to basic public services and accelerate social integration between urban and rural areas;strengthen coordination between new urbanization and rural revitalization,and enhance spatial integration between urban and rural areas;improve the integration of urban and rural systems and mechanisms,and strengthen the integration of urban and rural systems.Figure [ 9 ] table [ 14 ] reference [ 91 ]...
