Industrial revitalization is the top priority of rural revitalization,and land is the most important resource in rural areas.Its utilization plays a key role in the revitalization of rural industries.However,the fragmentation of farmland seriously restricts the improvement of farmland utilization efficiency,which hinders the process of rural industrial revitalization.Therefore,it is of great value to explore ways to solve the problem of fragmentation of farmland and promote rural industrial revitalization by farmland property rights governance.Based on the theory of land property rights displacement,this study adopts five research methods: literature research,qualitative analysis,quantitative analysis,case study,and system analysis,to discuss the following issues in detail: First,whether farmland property rights governance can boost the revitalization of rural industries.Second,models of rural industrial revitalization boosted by farmland property rights governance and the difference in effect between different modes.Third,the practical effect of farmland property rights governance boosting rural industrial revitalization.The study results show that:First,through theoretical deduction,the farmland property rights governance effectively corrects the failure of land property rights displacement by giving rural collective organizations the right to adjust farmland,and solves the problem of fragmentation of farmland.On this basis,the reduction of the transaction cost of farmland transfer has promoted the moderate scale operation of agriculture by market means,promoted the transformation of farmland use from "decentralization" to "centralization",and accelerated the cooperation between various agricultural management entities and agricultural enterprises.The process of modernization has boosted the revitalization of rural industries.Second,Sandaoheze Village,Kekegai Village,and Jinjitan Village formed the ‘one household one plot’ system,‘one group one plot’ system,and ‘one village one plot’ system can effectively promote the process of revitalization of rural industries,but the promotion effects of different models are different.The three models of farmland property rights governance are not good or bad for rural industrial revitalization,only speed.The ‘one village one plot’ system,which presents a relatively high level of farmland property rights governance,has a relatively strong role in promoting the revitalization of rural industries.However,‘one household one plot’ system presents a relatively low level of governance,has a relatively slow role in promoting the revitalization of rural industries.Third,the results of quantitative analysis show that the three farmland property rights governance models of ‘one household one plot’ system,‘one group one plot’ system and ‘one village one plot’ system have improved the farmland conditions to varying degrees,the efficiency of agricultural production,and the vitality of rural industry,which accelerate the revitalization of rural industries.Meanwhile,farmland property rights governance has become an opportunity to promote the development of collective industries and encourage rural innovation and entrepreneurship,further boosting the revitalization of rural industries.Based on the above conclusions,some suggestions are given by this study: Firstly,it is necessary to continue to promote the farmland property rights governance and deepen the market-oriented reform of rural land elements.Secondly,it should insist on adapting measures to local conditions and implement policies according to villages,and further empower rural collective organizations.Thirdly,it should continue to improve the content of the agricultural property rights governance model,and improve the connection mechanism between agricultural property rights governance and rural industrial development.
