| Since the reform and opening up,the "three rural issues" have always been the focus of Party and State management,related to whether farmers can achieve income growth,stable development of the agricultural economy,and stable rural management.Due to the transformation of social contradictions in China,agriculture is no longer traditional agriculture supplying a single agricultural product.However,it has begun to transform into modern agriculture that can express the multifunctional characteristics of agriculture and improve the quality of agricultural products,and economic development has seen unprecedented opportunities.The rural revitalization strategy is a major strategic deployment of the "three rural" work,and in this realization path,a prosperous industry is a key and foundation.From the macroscopic point of view,the improvement of the land system is an essential prerequisite for the realization of rural industrial revitalization,and the security of farmland property rights stimulates land transfer,which frequently provides a guarantee for the demand of land for the development of rural one,two and three industries,thus stimulating rural industrial revitalization.In the context of increasingly affluent academic research and rural revitalization,it is a new research direction to understand how China’s farmland property rights system can promote rural land transfer and thus facilitate the revitalization of rural industries in China.This paper focuses on collecting relevant research data on farmland property rights systems,rural industrial revitalization,and land transfer at home and abroad.It aim to explore the incentive effect of farmland property rights security on rural industrial revitalization.Secondly,based on the mediating effect model and OLS regression model,this paper explores the security of farmland property rights from the factual and legal levels based on the survey of farm households and village collectives in 12 counties(districts)of the Wuhan metropolitan area.It investigates the incentive effect of rural industrial revitalization under different development modes through three mediating variables: land transfer price,land transfer object,and land transfer period.Finally,this paper proposes the improvement path of the farmland property rights system and rural development strategies by the latest national policies.The main findings of this paper are as follows.First,the security of farmland property rights stimulates rural land transfer,thus ensuring the revitalization of rural industries.The reduction in the number of land adjustments and the act of confirming farmland rights give farmers fact and legal security of farmland property rights respectively,which improves the security of farmland property rights,eases farmers’ worries,gradually shifts the surplus rural labor force to nonagricultural industries,and makes land transfer more and more frequent.At the same time,the large-scale transfer of farmland creates conditions for the development of rural secondary and tertiary industries,and the advantages of agricultural modernization and diversified development are gradually highlighted.The vitality of rural revitalization is activated.Second,the incentive effect of farmland property rights security differs at different levels.At the factual level,the incentive effect of land adjustment on rural industrial revitalization is negative.The more frequent the land adjustment is,the less secure farmland property rights are,and the security of farmland property rights at this level affects rural development through mediating effects.From the legal aspect,the time of issuance of the land contract management right certificate positively stimulates the revitalization of the rural industry by affecting the land transfer price and the target.In other words,the longer the time between the issuance of a land title certificate and the higher the land transfer price and the level of land transfer target,the more it can promote the development of the rural industry to a certain extent.Thirdly,there are differences in the paths of rural revitalization in villages with different industrial development patterns.For the comprehensive demonstration counties of e-commerce in rural areas,the land adjustment does not directly affect rural industrial revitalization but indirectly affects rural development through the intermediary role of land transfer prices.The length of time of proper land contract management certificates can directly and positively affect rural industrial revitalization and impact the intermediary effect of land transfer prices.The security of farmland property rights in modern agricultural industrial parks promotes the revitalization of rural industries by stimulating land transfer prices and land transfer objects.The number of land adjustments in leisure agriculture demonstration sites is mostly 0,and the security of farmland property rights is higher at the factual level.The time of issuing the land contract management proper certificate is through the influence of land transfer price and land transfer object to positively stimulate the revitalization of rural industry,and there is also the masking effect of land transfer years in this influence mechanism.To further guarantee farmland property rights,promote rural land transfer,and realize the revitalization of rural industries,this paper puts forward the following opinions in conjunction with the above conclusions: First,actively cultivate new business entities and accelerate the construction of information agriculture.Second,strengthen farmers’ knowledge of farmland property rights,encourage farmers to transfer land.Third,develop industries according to local conditions and provide employment opportunities for farmers.Fourth,Improve the property rights security of farmland.Government should reduce as much as possible land adjustment and other acts that weaken the security of property rights of farmland,ensure the property rights security of farmland,and promote the large-scale operation of agriculture. |
