Research On The Rural Community Coordination Path Of Organic Connection Between Small Farmers And Modern Agriculture

In China’s current development,smallholder farmers are large and dispersed.According to the third agricultural census,there are 207 million rural households in China,of which only 3.98 million are large-scale operators,accounting for less than 2%,while small farmers account for about 98%.In order to better promote the organic connection between smallholder farmers and modern agricultural development,in February 2019,the state issued the "Opinions on Promoting the Organic Connection between Small Farmers and Modern Agricultural Development"(hereinafter referred to as the "Opinions"),proposing to improve the degree of organization of smallholder farmers and develop various forms of moderate-scale operations.This points the way to how to deal with agricultural modernization and the relationship between smallholder farmers.Under the premise of respecting the subjectivity of farmers,there are two paths to realize the modernization of Chinese-style agriculture,namely,large-scale operation,the organic connection between small farmers and modern agricultural development.To achieve large-scale agriculture,it is necessary to improve the degree of organization of small farmers,but most research on the organization of farmers through which entities drive the organization of farmers,focusing on new agricultural management subjects such as farmer cooperatives and leading enterprises,and there is a lack of research on village community organizations.Unlike expanding the scale of operations through land transfer,the concentrated continuous planting under the coordination of village communities organizes small farmers on the basis of decentralized household management.In this process,village community organizations have played an important role in overall planning and community mobilization,and quickly realized the concentration and contiguity of land,which has also laid an important foundation for agricultural transformation and is an effective attempt to organically connect small farmers and modern agricultural development.This paper takes the concentrated continuous planting of peanuts in S village in Henan Province as an example,and discusses it based on fieldwork and data analysis.Since 2015,with the support of government policies,Village S has carried out concentrated continuous planting of peanuts through the coordination of village community organizations,which not only mobilized the production enthusiasm of small farmers,but also realized the scale effect of concentrated continuous planting on the basis of family management.In the process of exploring continuous planting in S village,the agricultural industry has further transformed into modern agriculture,and the development ability of small farmers,the ability to cope with risks and the quality of various aspects have been improved.Because the subjectivity of farmers is fully respected and the foundation of family management is not destroyed,the interests and management autonomy of small farmers are protected under the overall planning of village community organizations,and at the same time increase production and income.The coordinating function of village community organization effectively promotes the organic connection between small farmers in S village and modern agricultural development,which is suitable for local agricultural development.Therefore,this paper mainly explores how village community organizations can play an integrated role to achieve the organic connection between smallholder farmers and modern agricultural development.
