| With the wave of digital transformation sweeping across all industries,traditional agricultural and animal husbandry enterprises are facing huge challenges and opportunities.As the core force of digital transformation,the performance evaluation of R&D personnel in IT department directly affects the innovation ability and competitive advantage of enterprises.However,many domestic traditional agricultural and animal husbandry enterprises still have many problems in the performance evaluation of R&D personnel in IT department,such as unclear indicators,unreasonable weight,non-standard process,and untimely feedback.This study takes A agricultural and animal husbandry leading enterprise,which is the only one in China that has entered the world’s top 500 agricultural and animal husbandry enterprises,as an example to explore the construction of a scientific and effective performance evaluation system for R&D personnel in IT department and provide reference for other traditional agricultural and animal husbandry enterprises.This study collected data through questionnaire survey,interview,historical data and other methods,and used descriptive statistics analysis,factor analysis and other technologies for data processing and result analysis.Firstly,this study described in detail the current situation of performance evaluation of R&D personnel in IT department of A agricultural and animal husbandry leading enterprise,and pointed out the main problems existing in it,including misuse of KPI performance evaluation tools,unreasonable performance evaluation standards,unscientific weight of performance evaluation indicators,lack of fairness in performance evaluation,long performance evaluation cycle,insufficient incentive effect of performance evaluation results,untimely follow-up of performance evaluation results and feedback information,insufficient support guarantee system for performance evaluation.Secondly,based on the theory and method of balanced scorecard(BSC),key performance indicators(KPI),360° performance feedback and other theories and methods,this study constructed a performance evaluation model for R&D personnel in IT department with four aspects(finance,customer,internal process,learning and growth)and eight indicators(such as module function performance,abnormal BUG number after project delivery,training subordinates).On the basis of detailed analysis of problems,this study carried out detailed scheme design from the perspective of performance evaluation optimization ideas,principles,tool selection and specific optimization schemes.Moreover,this study proposed safeguard measures needed for implementation plan from the aspects of organizational structure construction system development human resource training cultural shaping etc.,and looked forward to possible difficulties and challenges in the future.The results of this study show that:(1)This study constructed a scientific and effective performance appraisal system suitable for the current stage of A,a leading enterprise in agriculture and animal husbandry,including performance appraisal tools,indicator system,appraisal cycle,appraisal process and feedback mechanism;(2)Through over half a year of follow-up research,this study assessed the effect of implementing the optimization plan.The results indicate that under the new performance evaluation system,R&D personnel have a more proactive outlook and involvement in performance evaluation,work satisfaction has increased,and attrition rate has reduced;(3)This study provides institutional and talent guarantee for the digital transformation strategic goal of A,a leading enterprise in agriculture and animal husbandry,and also provides reference for the design of performance appraisal system for other departments and enterprises. |
