As a new Department, from the earlier computer science department, financialinformation, information center, to be a department provide information for theanalysis and services in support of the comprehensive department, IT department inthe enterprise have close relation with the implementation of the enterprise strategy.IT department in the enterprise is becoming more and more important.To theevaluation of enterprise performance,IT departments performance evaluation is ahalf-baked task and have very important theoretical and practical significance. Atpresent the IT department performance evaluation method and index is notclear.Constructing a reasonable, scientifically and standard IT departmentsperformance evaluation index system, is useful to achieve the strategic goal ofenterprises and to understand the IT value fully.The balanced scorecard is a kind of comprehensive, system performanceevaluation method.BSC adopted a comprehensive long-term and short-term,financial and non-financial, lagging and leading, and external and internalassessment indicators, overcome the financial evaluation of the defect, seekingfinancial and non-financial measures, between short-term and long-term goals,outcome indicators with the drive index, and the external and internal performanceof the balance between state.IT department as a new type of functional departments, have similarities anddifferences among other departments.Such as the IT department and theproduction department or sales department, IT department is not a direct outputsectors, IT Department profit can not explicitly calculated.If we use the same evaluation evaluation index system with other businessdepartments, we can not fully reflect the actual situation of IT department.On theother hand, the evaluation index system have oriented sex, if improper, will bring theenterprise IT department work to the wrong direction.The "balance" concept of BSC, have effectively avoid the possible deviation onthe performance evaluation which may cause by the characteristics of IT department. Therefore, the BSC is introduced to the enterprise IT department performanceevaluation.In this paper, we will use the Balanced Scorecard as the theoretical basis.Thendecompose the IT department’s performance evaluation problem into the customer,finance, internal operations, learning and innovation.Such four dimensions wereevaluated for IT department’s performance evaluation problem in the traditionalbalanced scorecard.By extended a value contribution dimensions, structure a newbalanced scorecard.Firstly, we study on the enterprise IT department function location, workingstandard setting and assessment objectives, and design the IT departmentperformance evaluation index, and the description of how to quantify the ITdepartment performance evaluation index.For example in a securities company, the extended BSC application of indicatorsystem of performance evaluation to the company, and take the AHP method forweighting, verify the extended BSC performance evaluation of the rationality andfeasibility.The innovations of this paper focuses on the analysis the similarities anddifferences of IT department and other department, clarify IT departmentcharacteristics, extend the contribution value dimension to the traditional balancedscorecard, developed a new BSC for IT department.
