| Objective: Pharmaceutical manufacturing industry is a high-tech industry with high added value and social benefits.Its high quality development is directly related to the regional economic development and national health level.According to the logical main line of high-quality development,this study constructed an evaluation system for the high-quality development of China’s pharmaceutical manufacturing industry,and explored the overall characteristics,temporal evolution law,spatial pattern distribution and spatial evolution direction of the high-quality development of China’s pharmaceutical manufacturing industry.This paper explains the theoretical logic between factor flow,tax competition and high-quality development of pharmaceutical manufacturing industry,discusses the path selection of high-quality development strategy of Chinese pharmaceutical manufacturing industry,and provides decision-making basis for the improvement of high-quality development of pharmaceutical manufacturing industry and optimization of spatial layout.Methods: Based on the relevant data of the pharmaceutical manufacturing industry in30 provinces,municipalities and autonomous regions of China from 2010 to 2020,this study established the high-quality development evaluation index system of China’s pharmaceutical manufacturing industry in combination with the current development status and high-quality development requirements of the pharmaceutical manufacturing industry,and used the vertical and horizontal splitting grade method and the linear weighting method to measure and analyze the high-quality development level of China’s pharmaceutical manufacturing industry.The influence of the flow of capital,labor and technology factors on the high-quality development of regional pharmaceutical manufacturing industry was analyzed empirically by using the double-fixed OLS method,and the threshold panel regression model was built to verify the threshold effect of tax competition.Results:(1)The median and average of high-quality development index of China’s pharmaceutical manufacturing industry from 2010 to 2020 showed an overall rising trend,and the quality development level of the pharmaceutical manufacturing industry was higher than that of the East > West > Central > Northeast.The weight of each dimension in the high-quality development system of China’s pharmaceutical manufacturing industry was ranked as follows: Innovation-driven dimension(0.1972),green transformation dimension(0.3688),structural optimization dimension(0.2528),production efficiency dimension(0.0934),and social sharing dimension(0.0879);(2)The flow of capital factors,labor factors and technology factors all had significant promoting effects on the high-quality development of pharmaceutical manufacturing industry,and the effect coefficients were1.4303,0.1212 and 0.3875,respectively,which were significant at least at the 10%confidence level.The results passed the robustness test of endogeneity and dynamics.(3)The promoting effect of capital factor flow on the high-quality development of pharmaceutical manufacturing industry has a single threshold effect: when the tax competition is lower than 0.0613,the promoting effect of capital factor flow on the high-quality development of pharmaceutical manufacturing industry is as high as 31.9361%for every increase of 1 unit;When the tax competition is higher than 0.0613,the promotion effect is no longer obvious.Labor factor flow can promote the high-quality development of pharmaceutical manufacturing industry and there is a double threshold effect: when the tax competition is lower than 0.0613,the promotion effect of labor factor flow is 2.9193% for every 1 unit increase.When the tax competition is between 0.0613 and 0.5118,the labor factor flow increases by 1 unit,and the promotion effect is 0.2128%.When the tax competition is higher than 0.5118,the promotion effect is 0.1648% for every 1 unit increase in labor factor flow.The flow of technology factors has a promoting effect on the high quality development of pharmaceutical manufacturing industry,and there is no threshold effect.Conclusion: The high quality development level of pharmaceutical manufacturing industry in China has been improved on the whole.The high quality development level of pharmaceutical manufacturing industry in eastern China is relatively high,and the development level and momentum of pharmaceutical manufacturing industry in central and western China are relatively medium.The catch-up effect of provinces in western China is obvious,and the differences among different regions are reasonably distributed.The spatial flow of capital factors,labor factors and technology factors can indeed promote the high quality development level of pharmaceutical manufacturing industry.The influence of factor flow on the high-quality development of pharmaceutical manufacturing industry is highly related to the local tax competition behavior,and the influence degree of different factor flow types is different.Therefore,the path of high-quality development of pharmaceutical manufacturing industry should be formulated from the five aspects of green transformation,structure optimization,innovation-driven,production efficiency and social sharing,and relevant policy suggestions should be put forward from the aspects of removing the barriers of factor flow and establishing the behavior regulation mechanism of tax competition. |
