Study On The Current Situation,Problems And Countermeasures Of Farmland Circulation In The Town Of X In Huai’an

The land is the foundation of Human Existence,the land question has been the primary question in our country three agriculture development.With the advance of industrialization and urbanization in China,some rural areas have been left idle and abandoned,which to a certain extent leads to the waste of agricultural land resources,it is of great significance to promote the full use of farmland and the development of agriculture through farmland circulation.This paper takes the farmland transfer of x town in Huai’an Province as the research object,and tries to analyze the problems in the local farmland transfer,and puts forward some measures to further improve the farmland transfer.First of all,this paper defines the core concepts and related theories of rural land transfer,and combs the historical process of rural land transfer in our country.By using the methods of literature study,questionnaire survey and interview,the present situation and effect of rural land transfer in town x of Huai’an were summarized through distributing questionnaires and interviewing rural grass-roots managers and farmers.According to the survey data and interviews,some problems existed in the process of farmland transfer in x town,Huai’an.For example,the government’s management mechanism is not perfect,there are still coercive actions in farmland transfer,and the farmland transfer market is not standardized enough,the procedure of farmland transfer is not standard,the Information asymmetry of farmland transfer,the price of farmland transfer is not reasonable,the willingness of farmers is not strong enough,the scale of farmland transfer is small,etc..The causes of these problems are as follows: The management policies and social security of the grass-roots governments are not in place;the circulation market of rural land is not perfect,the legal policies and regulatory measures of Rural Land Circulation are not effective;the lack of the main status of farmers,the traditional concept of farmers on the impact of farmland transfer.Finally,some measures were put forward to further improve the rural land transfer in x town of Huai’an,including giving full play to the government’s functions in the rural land transfer,strengthening the government’s services and management of the rural land transfer,and improving the Rural Social Security Mechanism;We should optimize the market environment of rural land transfer,improve the intermediary service ability of rural land transfer,strengthen the risk prevention mechanism of rural land transfer,and enhance the autonomy of farmers in rural land transfer.Rural land transfer is a long-term work,which needs to be perfected in practice.X Town of Huai’an is located in the north of Jiangsu Province,which belongs to the underdeveloped area.The study on its farmland transfer is representative to a certain extent.At the same time,I hope that through the study of this article,it can be used for reference to the circulation of farmland in other similar areas.
