Under the rapid urbanization process,a large number of floating population have generally poured into first-and second-tier cities across the country.Due to the high price of commercial housing,rental housing and affordable housing have become the first choice to satisfy the housing rights of economically disadvantaged groups such as migrant workers.In recent years,the central government and various localities have accelerated the pace of market-oriented construction of rural collective construction land.From the original prohibition of entering the market to the present,it can bypass the steps of expropriation and become state-owned directly into the market.With the flexible use of land,institutional restrictions are lifted.In2017,the central government further loosened the constraints on rural land,and started piloting the use of collective construction land to build rental housing in 13 mainstream first-and second-tier cities.The document caused an uproar in the industry as soon as it was released.The construction of rental housing allowed by collective construction land has many meanings.It can not only relieve the pressure of urban housing,but also provide power for rural development.Invigorated the land already,increased the income of rural collective again.But while first-tier cities have generally completed the first phase,Nanjing,another pilot city,is at a loss.Nanjing,as the capital of an economically strong province,has planned pilot programs in three rural parcels,namely Nanxiangshan village,Linshan Village and Yepu Village,located in different districts,but the work did not go smoothly.The reasons why it is difficult to promote public rental housing in rural areas include the overall system problems,the government’s difficulties in financing,rural residents’ lack of interest in the benefits of the project,and many potential tenants do not choose public rental housing built in rural areas as their first choice.In addition,in terms of project location,the three blocks all have obvious shortcomings,which restricts the subsequent housing rental to drive the rural economy.Based on this,the author took these three villages in Nanjing city as cases to conduct field visits to the three villages.In the field research process,the local residents,migrant workers and fresh graduates were deeply interviewed on several key issues,and the specific situation was deeply understood.Based on the pilot experience of the pilot cities and the reference provided by the previous work of rural land entering the market,the author analyzes the reality of the pilot situation in Nanjing,and summarizes the dilemma and optimization path of the development of public rental housing on the rural collective construction land in Nanjing.It is not easy to to carry out such projects in rural areas.To break the current impasse,Nanjing needs to seek breakthrough in system and innovate in policy.It is true that there will be setbacks in the process of moving forward,but it will also be found that the pilot work will bring real impetus to the system of rural land and the legal protection of rural interests.In terms of financing,the author summarizes three mainstream affordable housing development models,and provides corresponding measures for the situation of Nanjing,encouraging the government to try to play a role in this issue.On the problem that both rural residents and tenants show low willingness to pay attention to the project,the author defines stakeholders and distribution principles and distribution methods to meet the equity of multi-party income,and summarizes the actual needs of tenants.Finally,the paper puts forward improvement strategies from location selection,emphasizes the importance of public transportation within the living circle,and also gives suggestions for the redevelopment of relevant rural plots in Nanjing.
