| In order to alleviate the contradiction between urban housing supply and demand,speed up the establishment of a housing system with simultaneous rental and purchase,and build a unified urban-rural construction land market,the original Ministry of Land and Resources and the Ministry of Housing and Urban-rural Development jointly released the "Pilot Implementation Plan for the Use of Collective Construction Land to Build Rental Housing" in August 2017.13 cities including Beijing and Shanghai were approved to use collective land to construct rental housing.In January 2019,five cities including Fuzhou,Nanchang and Qingdao were approved as the second batch of pilot cities.So far,18 cities across the country have piloted the use of collective land to construct rental housing.On the one hand,the use of collective land for the construction of rental housing is of practical necessity: this pilot work is conducive to the construction of a rent-purchase housing system,the relief of residential housing tensions,the realization of urban-rural development,and the deepening of rural land reform.On the other hand,the use of collective land to construct rental housing has practical feasibility: the construction of collective land rental housing has a profound policy basis;the pilot exploration of various local cities has accumulated rich practical experience for the further promotion of collective land rental housing construction;Collective economic organizations already have strong willingness to build and economic capacity.However,with the continuous expansion of the scope of the pilot and the acceleration of the pilot process,the problems arising in the pilot are gradually exposed.The pilot project has certain problems in the planning approval stage,construction operation stage,and supervision and guarantee stage: first,the main problems in the planning approval stage include unreasonable site selection for planning and excessively complicated approval process.Secondly,the main problems in the construction and operation phase include the shortage of land for the construction of collective land rental housing,the construction entities often face financing difficulties when they are actually put into operation,and the proportion of income distribution among the entities is difficult to coordinate.Finally,the main problems at the stage of supervision and security include the lack of effective supervision and evaluation of the pilot work by the local government,and the lack of effective protection of the legal rights and interests of housing tenants.By analyzing the main problems and their causes in the above pilot work,and under the guidance of land resource management theory,land market theory,land rent theory and other related land resource management theories,we further put forward the targeted suggestions for improving collective land construction for rental housing: First,the planning approval stage should scientifically determine the project site layout and simplify the project approval process.Secondly,in the construction and operation stage,the supply of leased housing construction land should be guaranteed,the financing channels should be unblocked,and the proportion of income among the entities should be reasonably distributed.Finally,during the supervision and guarantee phase,the local government should strengthen the supervision and evaluation of the pilot work to protect the legitimate rights and interests of housing tenants. |
