| Investment attraction of industrial parks can not only bring considerable tax revenue for the park,but also increase employment opportunities for the region,promote the flow of talents,and become an important means of regional strategic development.After the reform and opening up,government departments at all levels set up development zones and industrial parks in order to attract foreign investment.With perfect infrastructure and special preferential tax policies,the parks attracted a lot of foreign investment and injected vitality into the development of local economy.According to statistics,China has 168 state-level high-tech zones and more than 1,000 industrial parks of various types.In addition,there are various types of incubators,accelerators,science parks,technology cities,high-tech industrial parks and free trade zones.However,due to historical reasons,some parks could have effectively attracted external investors only by land preferential policies and tax relief policies,and even there was vicious competition among different regions in investment attraction,which affected the effective development of investment attraction work.This is not only disadvantageous to the sustainable economic development of science and technology park,but also causes deviation to the strategic attribute of the park.Therefore,both the local government and the science park itself need to establish innovative and strategic investment mode of science park.This paper takes DLH industrial Park as the research object.Because it is located in Tianjin,one of the four municipalities directly under the central government,and near the sea in the east of Beijing,Tianjin and Hebei Economic Triangle,its geographical location is very important.In view of this,it is of great significance to study the investment attraction mode of DLH modern service industrial park.This paper combs the concepts and theories related to industrial parks and investment attraction,and studies the relevant literature,summarize the five elements for the implementation of investment attraction in industrial parks,Including investment promotion mechanism,government support,team construction and investment promotion service,and establish the investment promotion strategy model of the industrial park from these five directions.It also analyzes the current situation of investment promotion in DLH Park,and adopts the way of questionnaire to find out the crux of the current investment promotion work.Through the comparison of parks with similar industrial direction,find out the gap of DLH Park,and provide strategic support for the investment attraction of the park.Finally,from the five aspects of improving the investment promotion system,the construction of investment promotion team,broadening investment promotion channels,optimizing investment promotion services and improving government support,research and formulate investment promotion strategies and improvement measures in line with the actual situation of DLH Industrial Park. |
