Research On Administrative Supervision And Management On Collective Resource Assets In Rural Areas Of X Town,Jinzhai County

In recent years,the No.1 central document of the Central Committee regards the development and expansion of the rural collective economy as an important task of the "three rural"work.In the latest No.1 central document of 2023,Opinions of the CPC Central Committee and the State Council on Doing a Good Job in Key Work of Comprehensively Promoting Rural Revitalization in 2023,"Giving Farmers More Adequate Property Rights and Interests"clearly proposed to improve the rural collective asset supervision system.Rural collective assets are the important material basis for realizing agricultural and rural modernization and farmers’common prosperity.Rural collective resource assets are the most important production factors in rural collective assets.It is of great significance to rationally use and effectively supervise rural collective resource assets.Jinzhai County is a major agricultural county,and X Town has rich rural collective resource assets.The administrative supervision of rural collective resource assets in X Town of Jinzhai County is representative,and its research has typical value.This article adopts a combination of literature research,on-site research,and survey interviews.Based on the collection and organization of relevant literature and materials,it analyzes the current situation of rural collective resources in sample towns,the practices and effectiveness of administrative supervision,and explores the problems and reasons in the administrative supervision of rural collective resource assets,and proposes optimization strategies.The problems in the administrative supervision of rural collective resource assets in X Town include insufficient legal basis for administrative supervision,unreasonable administrative supervision system,insufficient administrative supervision strength,incomplete administrative supervision process,limited administrative supervision capacity,and lack of public supervision in administrative supervision.A deeper analysis of the above issues summarizes that the main reasons for the problems in the administrative supervision of rural collective resource assets in the sample towns are:deficiencies in laws and regulations;The division of labor and cooperation mechanism of regulatory entities are not smooth;The administrative supervision mechanism is incomplete;Inadequate construction of regulatory teams;The participation of third-party regulatory entities is low.Based on the reasons,five strategies were proposed to improve the legal and regulatory system,clarify the responsibilities of regulatory entities,improve the coordination of regulatory entities,improve the implementation mechanism of administrative supervision,establish a high-quality regulatory team,and strengthen democratic supervision,in order to provide ideas for optimizing the administrative supervision of rural collective resource assets in X Town.
