As an important part of China’s economic construction,state-owned Banks have both profitability and public welfare.Through to the analysis of existing problems of performance management practice,We found some problems,such as the incomplete of assessment weight and assessment index setting,the lack of long-term incentive mechanism to the staff,the problem of focusing on short-term performance assessment,the assessment of the overall process is not smooth,the appraisal object and examination of motivation does not reach the designated position,The lack of information in the implementation of performance appraisal.It lead to the assessment results in the use process have not reached the expected positive incentive effect.In addition to the intensified competition in the market environment,in the face of the temptation of higher salaries and better development platforms of other financial institutions,the branch has suffered a serious loss of middle-level cadres and excellent business backbone talents.Under this background,it is important and urgent to optimize the program of performance appraisal to motivatetalents.In this paper,a new KPI assessment system is established through the balanced scorecard,which is composed of a four-dimensional assessment system of finance,customer,internal process and learning and growth.In addition to making enterprises add performance assessment rules in the process of strategy formulation,long-term and short-term indicators as well as financial and non-financial indicators can also be taken into account.At the same time,it can further develop the enterprise’s strategic objectives into corresponding indicators and the action plan needed to achieve the indicators.In specific analysis,by refining the assessment index of Line A item by item,Looking for solutions to the problem,making efforts to promote the overall performance management work and clear evaluation criteria,we make a simple and feasible overall performance management proces,thus to stimulate potential employees,improve job performance,promote enterprise healthy and stable sustainable development.It is hoped that the implementation of the optimized scheme can solve the current performance assessment problems and promote the overall performance improvement of the branch.It is also hoped that the assessment methods,index setting,weight allocation and assessment process optimization mentioned in this optimization scheme will be of some help to the current research on human resource management. |
