Company C is a state-owned first-class platform company in Foshan City.In 2021,under the guidance of implementing the three-year action plan for the reform of state-owned enterprises,it effectively integrated the internal resources of the group and promoted the layout adjustment of its core key businesses,thus concentrating its own advantages and strength to vigorously promote the development of its main business,improve operational efficiency,and significantly improve its market share and profitability.In 2021,the company has more than 20 foreign investment projects with an investment of about 4 billion,and the total assets of the headquarters and its subsidiaries in 2021 are about 30 billion.However,with the rapid development of business,it puts forward higher requirements for the internal management level of the company,and also exposes the shortcomings of the internal management mechanism of C company.In this paper,the performance of managers in C company,a state-owned enterprise,is taken as the research object.By reading online and offline literature on performance management and combining with the questionnaire survey of company managers,the current situation and existing problems of company managers’ performance are sorted out and analyzed,and the OKR goal and key result method are used as the main theoretical tools to improve the whole process system of performance management.This paper finds that the performance management mechanism of Company C lacks flexibility,the recognition of performance management is low,the communication and guidance of performance are insufficient,and the application of performance evaluation results is insufficient.The reasons for the occurrence of the problem are C company’s insufficient understanding of performance management,mismatched performance management systems,lack of effective feedback mechanisms for the implementation of performance evaluations,and insufficient guarantee measures for the application of performance results.Finally,the optimization scheme is designed from the aspects of OKR formulation,OKR implementation,OKR communication and guidance,OKR evaluation,OKR application,etc.At the same time,security measures are proposed in four aspects: organizational values and culture,organizational structure and personnel,assessment mechanisms and institutional guarantees,incentive policies and training guarantees,to promote the smooth implementation and implementation of OKR performance management plans.Through the research on the performance management optimization of managers in C Company based on OKR,this paper further explores the performance management mode and related theories of district-level state-owned enterprises,which will help the reform of state-owned enterprises and provide practical reference for the performance optimization of other similar district-level state-owned enterprises.
