| The world is facing a once-in-a-century transformation,and the competition among enterprises in the post-epidemic era is intensifying.Every state-owned enterprise must think about how to achieve and maintain its competitive advantage so that it can remain invincible..In addition,the reform of state-owned enterprises in the new era is going deeper and deeper,the supervision of state-owned assets is becoming more and more strict,and the classification reform of different types of state-owned enterprises is becoming more and more detailed.In the past,state-owned assets supervision departments at all levels basically maintained the same supervision on state-owned enterprises,and the assessment of state-owned assets and state-owned enterprises was the same and untargeted,which was very unfavorable to the market-oriented reform and development of state-owned enterprises in the new era.The concept of "Chinese-style modernization" put forward by the 20 th National Congress of the Communist Party of China plays a very positive role in the reform of state-owned assets and state-owned enterprises.For the embodiment of state-owned enterprises,it is to establish a "Chinese-style modernized state-owned assets supervision system",so that state-owned enterprises can become a benchmark in the development wave of the new era and become more market-oriented and more vital.While Human resource management will play a leading role in the reform process.Performance management,as a key link of human resource management,will play a very important role in the process of setting up the operation and management system of state-owned enterprises.SL area has been playing the role of pioneer in the national reformation and development process for decades.Its daring characteristics have become a unique character in the blood of generations of SL people.Therefore,SL area has become a frequent guest in the list of top 100 areas of the country.SL District,as the vanguard of the reform of state-owned assets and state-owned enterprises,has always maintained an aggressive trend in the reform and development of state-owned enterprises.The District committee and District Government have been trying various ways to empower the state-owned enterprises,exploring from land supply,resource integration,regime innovation,decentralization and other aspects of continuous exploration.In addition,in accordance with the requirements of the classification reform on state-owned enterprises,SL classifies regional state-owned enterprises into Commercial Competition,Function and Public Welfare,which is more beneficial to the supervision of state-owned assets and state-owned enterprises.However,as an important platform of local governments,commercial competition state-owned enterprises contribute more and more to local finance in the new situation,and it is becoming more and more urgent to transform and upgrade to the market.This paper aims to explore the performance management reform of commercial competitive type state-owned enterprises in SL district,enrich the application of performance management theory,tools,technology and methodology in human resources management of commercial competitive type state-owned enterprises in this region,improve the human resource management level of local state-owned enterprises,and reform state-owned enterprises in SL district,make a certain contribution to the reform of state-owned assets and state-owned enterprises in SL area and the transformation and development of commercial competitive type state-owned enterprises to market-oriented operating entities.Through detailed analysis of performance-related concepts and relevant theoretical basis,consulting a large number of current domestic and foreign research status,this paper sorts out performance management tools and performance management processes,and expounds the significance and main methods of performance management of commercial competitive type state-owned enterprises.Taking KGJT Group Co.LTD.,a very representative commercial competition company in SL area,as a case,through the company’s strategic planning,internal and external environment,organizational management,performance management status and other comprehensive and three-dimensional analysis,the performance management system of KGJT Group Co.Ltd.was redesigned.Finally,it is concluded that commercial competitive type state-owned enterprises need to strengthen the overall understanding of performance management,strengthen the publicity of performance management,improve the performance appraisal process and system construction,and pay attention to the evaluation results feedback and application of the relevant conclusions.It is hoped that this study can provide many references for the improvement on human resources of commercial competition type state-owned enterprises in SL district. |
