Research On The Impact Of Business Environment On High Quality Economic Development In Regional Central Cities

At present,the international situation is complex,and century-old changes are accelerating.Facing the new development situation and new economic tasks,it has become the choice of our times to get rid of path-dependence,bid farewell to "speed" anxiety and pursue high-quality development.Improving the business environment plays an important role in replacing old drivers of growth with new ones,establishing and improving a market economy,and promoting sound and sustainable economic development.Therefore,the impact of the level of business environment construction on high-quality economic development deserves attention.In order to explore the relationship between the level of business environment construction and high-quality economic development,this paper firstly sorts out relevant researches and theories,analyzes the mechanism of action and puts forward research hypotheses.Then,based on the panel data of 35 regional central cities from2006 to 2019,the business environment and high-quality economic development level of each city are measured.On this basis,we take business environment and high-quality economic development as explanatory and explained variables,and introduce innovation ability and foreign capital competitiveness as intermediary variables,respectively,to study the mechanism of business environment construction on high-quality economic development.The findings: First,over the last 14 years,the business environment construction and high-quality economic development level of each city have been improved to varying degrees,but there is a spatial imbalance in the development characteristics,the overall performance is the eastern coastal cities to the central and western inland cities in a step downward trend.Second,the business environment can significantly promote high-quality economic development,but the impact is spatially and temporally heterogeneous.In space,the influence of the eastern region is more significant,followed by the central and western regions.In terms of time,due to policy factors,the improvement of the business environment since the 18 th CPC National Congress has significantly promoted high-quality economic development.Third,both urban innovation ability and foreign capital competitiveness have partial mediating effects in the process of business environment promoting high-quality economic development,and innovation ability is greater than foreign capital competitiveness.For some time to come,we should make concrete efforts to improve the business environment,draw on advanced international experience,and contribute to high-quality economic development with world-class standards.
