Research On The Influence Of Business Environment On High-quality Economic Development

Since the reform and opening up,China’s economic development has created "China’s speed" and "China’s miracle",but the traditional economic development model at the cost of high pollution and high energy consumption has many drawbacks,and the quality of economic development needs to be improved urgently.At present,China’s economy has shifted from a stage of high-speed growth to a stage of high-quality development,and the decisive role of the market in resource allocation must be continuously consolidated and improved.The optimization of the business environment can effectively reduce the soft cost of the market system,clear the way for high-quality economic development,and continuously promote the improvement of economic quality and efficiency.A good business environment is an important condition and a necessary prerequisite for giving full play to the role of the market and promoting high-quality economic development.It is the main direction and an important starting point for the country to promote high-quality economic development.Clarifying the connotation and extension of business environment and high-quality economic development,discussing the impact of business environment on high-quality economic development,and clarifying the optimization and improvement path of business environment and economic development quality will help to improve the business environment and economic high-quality development.Make a reasonable evaluation and analysis of quality development,and realize the continuous optimization of China’s business environment from the perspective of "promoting through evaluation",so that it will play a more important role in promoting high-quality economic development,so as to continuously improve my country’s economic development quality level.The business environment and high-quality economic development have rich connotations,many levels,and are highly comprehensive and systematic.In this paper,the business environment evaluation index system and the high-quality development evaluation index system are respectively constructed,and the approximate ideal solution method(TOPSIS)is used to comprehensively evaluate the business environment and high-quality economic development status of each city in the eastern region from 2003 to 2018.Based on the evaluation results,from different perspectives such as static and dynamic,using panel quantile regression and other methods,this paper empirically analyzes the specific impact of business environment on high-quality economic development,discusses the mediating effect of industrial structure optimization as a mediating variable,and clarifies that The transmission mechanism of the business environment to high-quality economic development.The research results show that:(1)The business environment of most cities in the eastern region has been continuously optimized,but the development level of business environment in different cities is quite different,and the number of backward cities is relatively large and the development is slow.(2)The level of high-quality economic development in the eastern region has steadily improved,but the distribution has obvious spatial aggregation,the development differences between regions are large,and the development is unbalanced and insufficient.(3)The optimization of the business environment has a significant role in promoting high-quality economic development,and shows obvious heterogeneity.With the increase of the quantile,the influence coefficient of the business environment shows a trend of first rising and then falling.(4)The upgrading of industrial structure is an intermediary variable for the business environment to promote high-quality economic development,and it is a partial intermediary effect.
