| At present,the aging trend of rural population in China is more serious than that in cities.With the increase of migrant workers and the absence of family pension,rural pension service also needs to be improved,making the problem of rural elderly pension more serious.The Rural Mutual Endowment Based on Mutual Aid and Happiness Institute explored in Feixiang,Hebei Province in 2008 has achieved remarkable results in solving the problem of rural pension,and the government has also promoted its development experience in other areas.However,after that,there were some problems in the elderly care service of rural mutual aid happy homes,such as insufficient supply and shortage of funds.China issued the Rural Revitalization Strategy in 2018 will tilt development resources towards rural areas.Therefore,the elderly care service supply of the mutual aid happiness home can take advantage of the water of "Rural Revitalization" and rowing the boat of "mutual aid elderly care",and the two complement each other.Therefore,based on the Rural Revitalization Strategy,this paper will explore the difficulties and Countermeasures of the supply of elderly care services in rural mutual aid happy homes.Firstly,this paper combs the policy and investigates the overall supply status of the elderly care service of rural mutual aid happy homes in China,Then through questionnaire survey and interview,the paper analyzes the present situation of rural mutual elderly care service supply in Kangbao County,Zhangjiakou City,and understands the situation of rural mutual elderly care service policy funds,supply subject,content and mode.It is found that the supply of rural mutual aid elderly care services in China is lack of standardized and specific system supply,insufficient financial support,single supply subject,low level of mutual trust and lack of cooperation among various subjects,mismatch between supply and demand of service content,low quality,lack of spiritual content supply,and most of the service supply methods are one-way direct supply by the government,lack of two-way interaction And presents the problem of fragmentation and formalization.Learn from the mature mutual care service experience of the United States,Japan and Germany,and guided by the theory of independent governance and welfare pluralism,it is proposed to increase policy and financial support to ensure service supply,mobilize multiple subjects to participate in and cooperate in the supply of mutual aid elderly care services,optimize service content and improve service quality,Enhance the synergy and sustainable optimization path of service supply mode,in order to improve the elderly care situation of rural elderly,alleviate the plight of elderly care service supply in rural mutual aid happy homes,at the same time,it also provides support for the work of rural elderly care in Rural Revitalization. |
