Evaluation On Integrated Development Level Of Rural Primary,secondary And Tertiary Industries In Zhalaite Under The Background Of The Strategy Of Rural Vitalization

Integrated development of the primary,secondary and tertiary industries in rural areas,promoting China’s rural area is the party central committee under the background of new era to deal with the agricultural industry by all kinds of problems in the process of modernization to make major policy decisions,is to implement the strategy of rejuvenating the country,the important foundation to promote the development of urban and rural areas as a whole,is to accelerate the transformation of the mode of agricultural development in our country finally realizes the important way of agricultural modernization.Research on the related issues of the integrated development of rural industries is benefit to explore the path of integrated development of rural industries,promoting the close connection of rural tertiary industries,thus further promoting the development of agricultural industry and injecting new momentum into the healthy development of economic society.This paper takes Zhalaite of Xingan League in Inner Mongolia as the research area,researching on industrial integration development in Zhalaite rural areas.Integrated development of rural industries refers to strengthening the correlation between agriculture and ventures in agroindustry and non-agricultural industries related to agricultural industry and operation by means of multi-functional development and extension of industrial chain on the basis of agriculture,enhancing the added value of agricultural products and expanding the new value of agricultural development to realize the modernization of agricultural development.Zhalaite is a county-level administrative district with the development of planting and breeding industry mainly.With favorable geographical location and suitable climate,it has a good foundation of agricultural production and has a certain representation of the rural areas with agriculture and animal husbandry production as the main.Firstly,this paper summarizes the existing achievements of the integrated development of rural industries by combing the literature,holds the overall research progress and research direction,defines the connotation of industrial integration according to the related concepts and theories of industrial integration,and lays the theoretical foundation for the research of industrial integration development in Zhalaite.Then,the paper analyzes and summarizes the current situation of rural industry integration in Zhalaite,explains the current situation of agricultural industry development in Zhalaite from four aspects: geographical situation,policy situation,development situation of agriculture,forestry,animal husbandry and fishery,development situation of agricultural product processing industry.Further,the paper analyzes the main body of industrial integration,which is dominated by leading enterprises,farmers’ cooperatives and family farms,and the integration mode,which is dominated by three typical models,namely,Extending the agricultural industrial chain,developing agricultural function and technology integration.Next,based on the related concepts and theories of industrial integration and the practical development of rural industrial integration,the evaluation index system of rural industrial integration in Zhalaite is established according to the principle of scientific,accurate and computability index screening,and based on the social and economic statistical data of Zhalaite from 2017 to 2021.Two secondary indexes of agricultural industry relevance and social and economic benefit,15 tertiary indexes such as the proportion of added value of primary industry in regional gross product,the proportion of output value of agricultural processing industry and total agricultural output value are determined.Entropy method is used to determine the weights of each evaluation index,and the evaluation model of rural industry integration development level in Zhalaite is established.Evaluation and analysis on the level of integrated development of rural industries in Zhalaite.The analysis results show that in the five years from 2017 to 2021,the correlation index and socio-economic benefit index between agricultural industries have shown a significant upward trend.Among the correlation indicators,the extension of agricultural industry chain plays an obvious role in promoting industrial integration,while the play of agricultural versatility is relatively stable,and the agricultural service industry shows a small increase.In the index of social and economic benefits,both social and economic benefits increased significantly.It can be seen that the integration level of rural industries in Zhalaite is constantly improving,and the main integration mode is mainly to extend the agricultural industrial chain,and the multifuncti onal development of agriculture is relatively weak,so a stable integration development mode has not been formed.The integrated development of rural industry in Zhalaite has brought some social and economic benefits to the regional economic development area,but on the whole it is still in the primary stage and there is still a lot of room for improvement.Finally,each index in the evaluation model is diagnosed with obstacle factor.The diagnostic results show that the obstacle degree of the gross product of the primary industry increases year by year,which has a significant effect on industrial integration.The obstacle degree of agricultural processing industry,rural tourism and agricultural mechanization degree decreased obviously,and the promoting effect on industrial integration decreased.The increasing influence of rural cooperatives on the degree of industrial integration shows that new business entities have gradually played an important role in promoting the development of rural industrial integration.Generally speaking,the integrated development of rural industries in Zhalaite mainly focuses on the production and management of the primary industry,and the correlation degree and level with other industries are not high.According to the evaluation results and obstacle factor diagnosis results,problems existing in the integrated development of rural industries are analyzed and development suggestions are put forward:Under the background of rural revitalization,rural development has ushered in new opportunities and challenges.National policy environment and development environment provide guarantee for industrial revitalization.The foundation of the integration of rural primary,secondary and tertiary industries is planting and breeding,and the focus is on the connection with rural secondary and tertiary industries.First,build the whole agricultural industry chain and establish a mechanism to link interests.Second,improve the service level of rural tourism industry.Third,promote product innovation and application of information technology in rural service industry.
