A Research On Management System Of Local Government In Free Trade Port Zone In The Perspective Of The Relationship Between China Government And Local Government

International logistics sales has been developing rapidly since 1980s when in China, there appeared Free Trade Port Zones(FTPZ) of different forms that later has been growing quickly with the globalization of international economy and the development of export-oriented economy in China . The policy of FTPZ, as a very special one, is established by China Government and many departments of local government. It is greatly significant to construct a set of perfect management system in the situation that China Government and local government administer FTPZ together in order to ensure the coordination between China Government and local government and the efficiency of their co-government and to push FTPZ forward.At present, the existing problems in the management system of FTPZ in its construction and operation are as follows: Difference between government demand and market one , the goal of China Government and local government focusing on construction rather than on operation, local government practically unable to coordinate with institutions of China Government, the lag of FTPZ's legislation, management committee's inadequate power, incomplete function transformation of government units and an unclear line between the functions of the government and enterprises and between functions of government and those of institutions. We need to learn the experiences of the construction and operation of local FTPZs and a common international practice, deal with the relationship between the unity of national policy and the particularity of local policy in FTPZ and the relationship between"from up to down(from central government to local government)"and"from down to up"in the process of its policy implementation. Additionally, the policy of FTPZ should be scientifically evaluated and amended. The construction of FTPZ's administrative discretion should be systemized and standardized while FTPZ carries out its policy. We should perfect the FTPZ's legislation and advance the integration of special supervised zones. What's more, FTPZ should be sufficiently presented the power of institutional innovation in order to form an efficient management system of local FTPZ. The management organization of central level should be set up and the evaluation system should be perfected and its policy should be studied. We should make a clear line among the public management, public services, supervision and value-added services. Finally, we should push forward the construction of information system to solve the segmentation problems of management information between organizations and branches. The industrial plans and organization of FTPZ should be strengthened.
