| The development of cultural and creative industry is a significant engine for the global economy.With creative ideas as its core resource and value,cultural and creative industry provides creative products and ser vice,which greatly satisfy the spiritual requirements of customers.Creative talents are important strategic resources in this industry.That is to say,cultural and creative companies have to attach great importance to the role of human resources,fully implement performance appraisal system to stimulate the creativity of their staff.Many companies have been confronted with different problems in the process of implementing performance appraisal system.Therefore,how to develop a set of effective perform ance appraisal system is an urgent problem for company managers.Guided by the modern human resource management theories,such as Balanced Score Card and Key Performance Indicator,and based on related domestic and foreign research,this paper makes clear Qingdao Pennon Idea Company’s current situation of performance appraisal system.It is found that the following problems exist in the company: performance appraisal system is not closely related to company’s strategy,appraisal indicators are not systematic,performance negotiations are insufficient and the appraisal results are applied in limited sections.These problems arise due to the following reasons: the significance of performance management is undervalued,appraisal indicators are not scientifical ly set,appraisal results are not public,and applied in effective ways.Considering the professionalization and individualization of its staff,a n upgraded staff performance appraisal system is established to assess staff performance in different levels.Different appraisal tools are adopted for staff of different levels.For instance,the senior-level staff are evaluated by the Balanced Score Card tool,the medium-level by comprehensive appraisal index and the junior-level by KPI.The upgraded and improved performance appraisal system would better convey the company’s strategy and realize business goals,which can enhance the performance of different levels.In addition,it is of great help to smooth the management process,promote the normalization of the management,thus provides fair environment to appraise staffs performance and endeavor,offer real support for human resource management decisions,which can further stimulate staff satisfaction and enthusiasm,as well as the company’s economic efficiency. |
