| Equipment manufacturing industry is the foundation of industrial development,but also the foundation of good operation and development of national economy.As one of the important industrial gathering places in China,Tianjin firmly grasps the role of leading engine in the development of equipment manufacturing industry,and has made a lot of improvements and efforts to accelerate the progress of equipment manufacturing industry.As an important power source to promote the long-term,green and coordinated development,innovation in technical has been paid more and more attention by Tianjin municipal government and related enterprises,as well as the input of human and material resources.The improvement of technological innovation efficiency in equipment manufacturing industry plays an important role in tianjin’s economic development and technological level improvement.Therefore,to understand the technological innovation efficiency of tianjin equipment manufacturing industry and the environmental factors that affect the technological innovation efficiency will help to optimize the allocation of resources reasonably and explore the effective path to strengthen the technological innovation ability of equipment manufacturing industry,so as to improve its technological innovation efficiency.The research results can provide a reference for the reasonable measurement of the technological innovation efficiency of Tianjin equipment manufacturing industry and even the whole country,and provide feasible policy suggestions for improving the technological innovation efficiency of Tianjin equipment manufacturing industry.Based on the theory of technological innovation efficiency,this paper takes Tianjin equipment manufacturing industry and its sub-industries as the research object,selects the data of input-output and environmental variables of technological innovation from 2012 to 2019,and evaluates the technological innovation efficiency of Tianjin equipment manufacturing industry and its sub-industries by using three-stage DEA model.In the first stage,the BCC method in the traditional DEA model is used to measure the technological innovation efficiency of tianjin equipment manufacturing industry.In the second stage,the influences of environmental variables and random errors are removed.In the third stage,the equipment manufacturing industry and its sub-industries in the same environment are measured again.According to the measured results,the technological innovation efficiency of tianjin equipment manufacturing industry is analyzed in detail.The results show that :(1)under the current environment,the technological innovation efficiency of tianjin equipment manufacturing industry is at a higher level on the whole,but there are great differences in the technological innovation efficiency among different subindustries due to their own differences.(2)Enterprise size,industry R&D expenditure structure,foreign investment intensity,innovation market environment and technological resource input redundancy are negatively correlated,while government input intensity and technological resource input redundancy are positively correlated.(3)After excluding environmental factors,the comprehensive technological innovation efficiency is mainly affected by scale efficiency.Adjusting the production scale of equipment manufacturing industry is an effective way to improve the industrial technological innovation efficiency.Therefore,the government ensures the reasonable allocation of resources among different industries;Increase the manpower input of equipment manufacturing industry,give play to the advantages of talents in the industry;Accelerate property rights reform,reduce government subsidies,promote the diversified development of market players;Establishing a sound innovation environment and encouraging more enterprises to participate in technological innovation;Optimize the industrial structure to promote the clustering of industries,and enhance the technological innovation efficiency. |
