| Since the reform and opening up,although China’s GDP has maintained continuous growth and the manufacturing industry has also achieved high speed development,however,in the process of manufacturing development,there are still problems of high consumption and high pollution,which have caused obstacles to the sustainable green development of manufacturing industry,therefore,it is imperative to change the development mode of manufacturing industry and realize green development.As an important input industry to promote the development of the manufacturing industry,the productive service industry is highly valued by our government,and in recent years,our government has actively explored the path and method of using the productive service industry to promote the development of the manufacturing industry.China’s National Development and Reform Commission in2022 again emphasized the need to deeply promote the deep integration of advanced manufacturing and modern service industries in order to promote economic development.The introduction of FDI in production service industry can bring into play the technology spillover effect and promote the green development of manufacturing industry.In this context,it is important to explore the impact of productive service industry FDI on China’s green total factor productivity(hereinafter referred to as GTFP)in manufacturing industry,and to study the development of national and regional policies focusing on improving GTFP in manufacturing industry.This paper adopts the panel data of 27 provinces and cities in China from 2007 to 2020 to analyze the current situation of FDI in productive service industries in China,and measures the manufacturing GTFP in China using SBM-GML index,and finally empirically analyzes the impact of productive service industry FDI on manufacturing GTFP.In addition,this paper empirically tests the human capital threshold effect and R&D investment threshold effect of the impact of productive service industry FDI on China’s manufacturing GTFP using panel threshold model.The main findings of this paper include:(1)the scale of service industry FDI and productive service industry FDI attracted by China has been growing,and the investment structure has been improved significantly.The scale of FDI in production service industry in the east of China is significantly higher than that in the central and western regions,but the gap is narrowing year by year;(2)the GTFP index of manufacturing industry in China has increased steadily from 2007 to 2020,and the green technology progress is the leading factor to promote the GTFP of manufacturing industry,and the GTFP of manufacturing industry in China also shows the regional difference of "high in the east and low in the west".(3)FDI in productive services has a significant positive impact on China’s overall manufacturing green total factor productivity.However,for different regions,the promotion effect of FDI in productive services on manufacturing GTFP decreases from east to west;(4)there are significant threshold characteristics of human capital and R&D investment on the effect of FDI in productive services on manufacturing GTFP.Finally,in order to realize the green development of China’s economy,this paper puts forward policy suggestions for carrying out reforms in four aspects: vigorously introducing productive service industry FDI,improving human capital level,increasing R&D investment and reasonable environmental protection policies,so as to promote the transformation and upgrading of China’s manufacturing industry structure and realize green development. |
